"Originating from the process of handling goods, and overlapping with other activities, industrial cleaning is a field covered by several collective agreements, of which that on cleanliness is the key one that concerns the workforce in this sector. This collective national agreement is an important referent for the participating representatives, as the chief part of the regulation makes itself felt at branch level. De facto, the activity of the agreements that has here been made is a dense one. But this density, which is a sign of the high quality of social dialogue at this level, is surprising when one considers the far more fraught and oppositional social relations in those enterprises and construction sites which often give rise to conflict in order to obtain minimum social and wage rights. How is one to explain this discrepancy ? And, above all, does the collective agreement completely play its part in the case of the security of the workforce in the cleaning industry ?"
