"The majority of workers in the global south, and increasing numbers in the north, work in the informal economy. Most are de facto or de jure excluded from services and regulation of occupational health and safety. Significant recent improvements in classification of status of informal employment have enabled improved labor force data; it has not been matched by progress with data collection on work-related risks, hazards, and health outcomes for informal workers. This special edition describes some of the risks and hazards, but focuses on strategies and interventions—such as taking occupational health and safety services to markets where informal workers operate, legal reforms, and designing appropriate equipment. The diversity of occupations and work places (many in public space) mean that new stakeholders such as local municipalities, informal workers associations and unions, as well as health professionals, need to be considered when striving for a more inclusive occupational health and safety."

"Large numbers of workers worldwide work informally. Yet the discipline and practice of occupational health and safety covers largely only formal workers, in formal work places. A comprehensive approach would have to take into account specific hazards faced by those in different occupations, working in “atypical” work places. Local authorities exert significant influence in the provision of infrastructure that impacts on health and safety, such as water and sanitation. Examples from Brazil and Ghana show that positive interventions are possible so long as informal workers are recognized as contributing to the economy. A more inclusive occupational health and safety is most likely to happen in contexts where informal workers have an organized voice and where there are responsive health and safety personnel who understand that the world of work has changed. Some policy interventions that impact on healthy and safe work will need to involve multiple stakeholders and institutions."

"The informal workforce is growing worldwide, and changes in the global structure of employment and in places of employment mean that work is a source of hazard and ill?health for many poorer workers. Yet informal workers do not have access to work?related social security. They face high work?related risks, but have little or no access to reliable formal or informal social protection. Citizen?focused social security programmes, such as cash transfers, do not give enough attention to the needs of able?bodied adults who work. Further, informal workplaces are not covered by the traditional discipline and practice of occupational health and safety (OHS), which is a necessary component of overall work?related social security. In particular, poorer informal workers are ill?placed to make use of possible preventive interventions, as they may lead to loss of income in the short term. A more inclusive approach will require changes in the institutional arrangements governing OHS, and should involve especially local authorities and informal worker organizations, who are developing influential international sectoral networks. In this regard, promising examples of negotiated and inclusive OHS policy reforms are presented. The broader challenge is to develop an expanded OHS that specifically includes informal workers as “workers”, rather than as “vulnerable citizens” who qualify only for poverty?oriented social protection programmes, and that explicitly addresses preventive measure."

"There has been increasing recognition of the growth of informal employment in the global South and North. Most informal work is precarious and low paid, with workers having little or no access to social protection. It is sometimes suggested that an approach that moves away from productivism – the idea of work as a pathway to access social protection – and towards a universal human rights-based approach is important. However, this article argues that a large and growing informal economy does not provide justification for abandoning certain key productivist ideas. Key ideas that should not be abandoned include the focus that this approach has on establishing a link between workers and capital and the importance of social services within a social protection discourse that is presently dominated by cash grants. Also important, productivist ideas emphasize the economic contributions of informal workers as a means by which to complement a human rights-based argument for the extension of workplace protection to all workers, regardless of employment status. Overall, the hard binary that is sometimes drawn between human rights-based approaches and productivist (or “instrumentalist”) arguments may not always be as definitively delineated as some might suggest."
