"Even in the early days of COVID-19, the European Union signalled its commitment to make its post-pandemic recovery green. The disruption caused by the pandemic would require significant rebuilding of the economy, offering an opportunity to accelerate green investment in the context of the European Green Deal. But pursuing a green recovery is not as straightforward as it might seem. Complex trade-offs must be negotiated between the need for short-term stimulus and the need to address the long-term challenge posed by global warming.

To support policymakers in this difficult endeavour, Bruegel launched in 2020 the Bruegel Green Recovery Group, an initiative supported by the European Climate Foundation. Its aim was to be a platform for dialogue between high-level EU policymakers and academics on green recovery, in Europe and beyond. This Blueprint compiles some of the work of prominent voices of the Group, on issues that will touch the lives of all Europeans."

Die Arbeitslosigkeit, vor allem unter jungen Menschen, ist ein ernstes Problem. Der Anstieg der Jugendarbeitslosigkeit und Jugendarmut gibt Anlass zu großer Sorge, weil beide sich dauerhaft auf Produktivität und Wachstum auswirken, Jugendliche für ihr Leben prägen, ihre Leistungsfähigkeit beeinträchtigen und sie – häufig über längere Zeit – vom Arbeitsmarkt ausschließen.

In diesem Positionspapier beschreiben die Autoren drei Arten von Maßnahmen, die in den letzten Jahren erheblich zur wachsenden Generationenkluft beigetragen haben - die makroökonomische Steuerung, die veränderte Struktur der Staatsausgaben sowie die Reformen der Rentensysteme.

Die Autoren fordern nachdrücklich, die Generationenkluft zu überwinden und die Generationengerechtigkeit zu erneuern. Dabei argumentieren sie, dass Europa makroökonomische Instrumente braucht, die ein besseres haushaltspolitisches Management im Euroraum ermöglichen, die Zusammensetzung der Staatsausgaben zugunsten der jüngeren Generation verändert werden sollte und gleichzeitig eine Generationengerechtigkeit bei den Rentensystemen geschaffen werden muss."

"Le débat sur l'harmonisation fiscale en Europe est loin de faire consensus. Si celle-ci est préconisée par certains pour ses effets vertueux sur l'action des gouvernements, d'autres redoutent ses effets négatifs sur les décisions publiques et privées. La fiscalité des entreprises constitue la question majeure. En effet, la concurrence combinée sur les taux et sur les assiettes engendre de nombreuses distorsions et inefficacités, notamment des opportunités d'optimisation fiscale et des coûts élevés pour les entreprises de mise en conformité si elles opèrent dans plusieurs pays européens. En conséquence, les auteurs recommandent de relancer le projet d'assiette commune consolidée pour l'impôt sur les sociétés. Ils suggèrent également que l'ensemble des taxes et contributions spécifiques sur les banques contrôlées par le mécanisme de surveillance unique soient transférées au niveau européen et fusionnées en une unique taxe sur l'activité bancaire."
