'Increasing signs seem to indicate that, in the areas of both politics and thought, the age of neoliberal supremacy is approaching its end. An ideology based exclusively on the free play of the market is bound, ultimately, to lose its attraction. Growing inequality and social exclusion, with new forms of underclass suffering new forms of insecurity, cause the neoliberal conceptions to forfeit all moral credibility. Increasing conviction is attaching to the notion of social embedding, according to which transnational political and economic areas - such as the European Union - require democratic governance in order to foster social cohesion and environmental sustainability. The change in political climate has also reached the trade unions, whose members are becoming increasingly vocal in their rejection of shareholder capitalism. The trade unions have acknowledged that, on the other side of the nation state, they now have their second home in Europe. As such, they are developing new strategies for deployment in the European arena and seeking to make use of the opportunities offered by coordination of their policies at European level. '

"The coronavirus crisis is different from known economic crises of the past. First, this time it is affecting industries previously less prone to crisis and in which more women work, meaning the highest developed and richest countries in the world are also deeply hit. The sectors affected are primarily the gastronomy, tourism and retail industries. In typical economic crises of the past, manufacturing industry or the construction sector were affected—mainly male-dominated professions. This was also the case in the financial crisis of 2008. Secondly, according to the evidence, men have more opportunities for telework than women and are more likely to keep their jobs. Meanwhile, the care deficits caused by the closure of daycare centres and schools threaten reversals for feminism and emancipation. What's next? Currently, economic analysts are predicting an end to the crisis at the end of 2021. The moment to reflect and give future scenarios a space is now. This project, supported by the Friedrich Ebert Stiftung and the Hans Böckler Stiftung, formulates progressive answers on how to support women and how women can support the recovery from the coronavirus economic crisis."

When they had the chance in May 2014, many European citizens voiced their disapproval of the political direction the Union has taken in recent years. It seems clear that the EU not only needs new people at the helm but also a new policy direction for the five-year term until 2019."

"In co-operation with our partner the Friedrich Ebert Stiftung and the Hans Böckler Stiftung, we explore the issue of ‘just transition'. This idea has evolved, in a sense, as a sub-set of the Green New Deal. Making the ecological transition to a sustainable future is essential.
From a social democratic perspective, just transition needs to be implemented in a way that does not further increase social inequality. Otherwise it will have negative social side-effects, particularly in terms of lost jobs in fossil-fuel industries and fuel poverty for the socially excluded.
This dossier elaborates what ‘just transition' means—from the concept itself to its outworking on the ground. It includes contributions from the Spanish deputy prime minister and minister for the ecological transition, from leading figures in the trade union movement in Europe and internationally and from the director of the European consumer organisation.
A common thread is the need to engage widely those affected and to draw on their knowledge to develop plans for re-employment and retraining which offer a positive perspective. What emerges more generally from the collated material is that ‘just transition' is now a robust and well-developed idea supported by many examples of good practice. It falls to the European Union to will the means, in terms of the scale of the Just Transition Fund it has established."

"The working paper uses the example of digitalization to showcase how European Works Councils can further develop their participation practices in companies and their various locations. There is both room and need for improvement in organizing decent digital work and in the use of information and consultation rights by European Works Councils. It is possible to resolve the contradiction between what is and what should be when European Works Councils improve their knowledge about digitalization practice with a digitalization checklist and specific questions. Targeted processing and presentation of this knowledge lets them enhance their position in relation to company management."

"The trend towards significant nominal minimum wage increases is continuing this year. In view of falling inflation rates, this translates into a sizeable increase in purchasing power for minimum wage earners in most European countries. The background to this is the implementation of the European Minimum Wage Directive, which has led to a reorientation of minimum wage policy in many countries and is thus boosting the dynamics of minimum wages. Most EU countries are now following the reference values for adequate minimum wages enshrined in the directive, which are 60% of the median wage or 50 % of the average wage. However, for Germany, a structural increase is still necessary to make progress towards an adequate minimum wage."

"Das Thema Gute Arbeit und Gesundheit ist seit Jahren für Betriebsräte hochrelevant. Das bestätigen die hier vorgestellten Daten der repräsentativen und branchenübergreifenden WSI-Betriebsrätebefragung 2015. Die Mehrzahl der Betriebsräte vertritt Belegschaften, die in hohem Ausmaß unter Termin- und Zeitdruck und hoher Arbeitsintensität arbeiten. Damit zeigt sich, dass Arbeitsintensivierung, Leistungsdruck, Überstunden und ein zu geringer Personalbestand den Alltag in vielen Betrieben widerspiegeln. Die hier dargelegten Ergebnisse zeigen auch, wie sehr psychische Arbeitsbelastungen abhängig sind nicht nur von den hohen individuellen Anforderungen, sondern auch von den (gestaltbaren) betrieblichen Rahmenbedingungen. Durch Umstrukturierungen und Personalentlassungen, aber auch durch Aufgabenzuwachs bei Personalmangel steigt der Arbeitsdruck in den Belegschaften signifikant an. Die zentralen Ansatzpunkte, solch belastende Arbeitsbedingungen anzugehen, zu vermindern und zu regulieren, liegen im Arbeits- und Gesundheitsschutz. Denn auch belastende Ansätze der Arbeitsorganisation oder der Arbeitszeitregulierung können über die Normen und Instrumente des Arbeits- und Gesundheitsschutzes gestaltet werden. Allerdings werden die rechtliche Möglichkeiten des Arbeitsschutzgesetzes bisher zu wenig mit diesen Arbeitsbelastungen in Verbindung gebracht und folglich zu wenig genutzt. Dabei bietet das Arbeitsschutzgesetz mit dem Instrument der Gefährdungsbeurteilungen (§ 5 ArbSchG) ein rechtlich normiertes Verfahren an, um komplexe gesundheitsgefährdende Arbeitsbelastungen zu bearbeiten. Die hier ermittelte äußerst schwache Umsetzung der Gefährdungsbeurteilungen psychischer Belastungen ist für den Status Quo des betrieblichen Arbeits- und Gesundheitsschutzes äußerst bedenklich und auch für die zukünftige Gestaltung der digitalen Arbeitswelt (Arbeiten 4.0) von enormer Handlungsrelevanz. Dabei liegen die Lösungsansätze auf der Hand: Betriebe, die sich sozialpartnerschaftlich über Betriebsvereinbarungen zur Umsetzung von Gefährdungsbeurteilungen psychischer Belastungen entschlossen haben, sind hier deutlich erfolgreicher. Es mangelt in den Betrieben, auch bei den Interessenvertretungen, oft an Kompetenz für systematisches Arbeitsschutzhandeln und ganzheitliche Prävention. Über eine bessere Schulung der Akteure in Bezug auf gesundheitsgefährdende Arbeitsbelastungen und den Möglichkeiten und jeweiligen Verfahren der Gefährdungsbeurteilungen ließen sich deutliche Erfolge erwarten."

"Diese WSI-Studie zeigt Gemeinsamkeiten und Unterschiede in der Entwicklung und der Struktur der Solo-Selbstständigkeit im Vergleich zwischen den Niederlanden und Deutschland auf. Die Befunde zeigen, dass das Wachstum dieser Erwerbskategorie in den Niederlanden besonders stark ausfiel – hier war im letzten Jahrzehnt eine der höchsten Zuwachsraten Europas zu verzeichnen. In Deutschland verlief der Anstieg der Solo-Selbstständigkeit wesentlich moderater. In beiden Ländern umfasst der Zuwachs besonders Ältere und gut Qualifizierte sowie verschiedene Dienstleistungsbereiche und die Bauwirtschaft. In Deutschland sind „Gründungen aus der Not“ häufiger und der Anteil unfreiwilliger und prekärer Selbstständigkeit höher als in den Niederlanden."
