"True social progress demands structural transformation—shifting employment and production toward higher-productivity, decent-job sectors. This brief places trade unions at the centre of that transformation. It explains how unions can help ensure that productivity gains translate into better jobs, living wages, and formalization through collective bargaining, policy engagement, and social dialogue. The brief presents an integrated framework linking industrial and sectoral strategies, labour rights and institutions, and pro-employment macroeconomic policies. It positions trade unions as both torchbearers and sentinels of a just transformation—steering economies toward inclusion, equity, sustainability, and resilience, while upholding workers' rights and advancing social justice."

"This brief reframes macroeconomic policymaking as a space of democratic choice, not technocratic abstraction. It shows how fiscal, monetary, and exchange-rate decisions directly affect employment, job quality, and equity—and why workers' voices are critical in those decisions. By promoting coherence across economic, social, and environmental policies, it calls for a paradigm shift towards pro-employment macroeconomic frameworks that make decent work a central objective of economic policy. Designed for immediate use by trade unions, it offers practical entry points, analytical tools, and explanatory notes—including a glossary of core macroeconomic terms defined in clear, accessible language for quick reference—to support evidence-based advocacy and participation in macroeconomic governance."

"Fiscal policy lies at the heart of social justice. Every decision on taxation, spending, and borrowing expresses a society's social contract—defining who contributes, who benefits, and whose needs are prioritized. This brief provides trade unions with a roadmap to engage in fiscal decision-making at key stages of the budget cycle, from formulation to oversight. It highlights how progressive taxation, counter-cyclical investment, and gender-responsive budgeting can expand fiscal space for decent work, social protection, and the care economy. It also outlines concrete advocacy strategies for unions to influence both annual budgets and multi-year fiscal frameworks, embedding the financing for an inclusive, decent-job-rich structural transformation within them, while ensuring coherence between immediate measures and long-term, inclusive development goals."

"For more than a year, ACTRAV has convened a global process of reflection and dialogue on the renewal of the social contract from a trade union perspective. Through a series of regional conferences held across Africa, the Arab States, Asia and the Pacific, Latin America and the Caribbean, and Europe and Central Asia, workers' organisations came together to assess the state of social justice in their regions and to articulate common priorities for a fairer and more inclusive world of work.

This report captures and synthesises the perspectives, priorities, and policy messages that emerged from these regional dialogues. It represents the collective voice of trade unions worldwide as they prepare to contribute to the Second World Summit for Social Development, to be held in Doha, Qatar, on 4–6 November 2025. It aims to convey workers' voices, experiences, and solutions as a contribution to shaping the Summit's outcomes and the development agenda beyond 2030."

"This resource guide on skills development for workers' organizations has been developed to build the capacity and engagement of workers' organizations in skills development and lifelong learning. In doing so it answers the following questions:

1. Why should workers' organizations engage in the area of skills development and lifelong learning?

2. What issues affect their engagement?
How do they currently engage in skills development and lifelong learning systems and processes?

3. What should their priority areas be?

4. What elements of skills development and lifelong learning require the engagement of workers' organizations?

The guide provides examples of how workers organisations are engaged in key areas of skills systems to highlight the importance of a rights-based approach to lifelong learning. It has been designed for trainers, facilitators, ILO officials and most importantly workers' organisations themselves to strengthen the strategic role of workers' organisations and to promote skills development and lifelong learning for all through social dialogue. The guide is the result of a partnership between the Skills & Employability Branch and the Bureau for Workers' Activities (ACTRAV)."

"This working paper was prepared in 2024 and reviews developments internationally since 2021 relating to the exercise of the right to bargain collectively and the existence of collective agreements among workers in the platform economy. The paper builds upon ILO Working Paper 80, “Realizing the Opportunities of the Platform Economy through Freedom of Association and Collective Bargaining” by Felix Hadwiger published in September 2022. It provides a descriptive overview of research and developments since 2021 in the effective recognition of the right of
platform workers to bargain collectively and assesses the extent of developments in law and practice relating to collective bargaining internationally since that time.

The paper cites recent collective agreements and other outcomes of collective negotiations covering platform workers. It also explores developments concerning case law, effective recognition of collective bargaining for self-employed workers as well as some recent developments in competition regulation. Overall, while there have been developments in some jurisdictions relating to collective action or the effective recognition of collective bargaining for platform workers, it has not been geographically widespread and remains concentrated in the delivery/food delivery sectors. Furthermore, despite some advancements, it remains that case that most platform economy workers globally do not enjoy effective recognition of the right to collective bargaining."

"Employers are adopting and refining artificial intelligence (AI) and algorithm-based tools in the workplace, with wide-ranging implications for work and employment. This working paper examines case studies of social dialogue on AI at national, regional, sectoral, company, and workplace levels in Europe, North America, Asia, South America and the Caribbean, and Africa. Findings are organized around three distinct ‘action fields' in which worker representatives have sought to influence strategies and outcomes associated with the growing use of AI and algorithms in the workplace. These include the employment and skill impacts of AI, algorithmic management practices, and working conditions and rights in AI value chains. Across these action fields, social dialogue is playing a crucial role in encouraging an alternative, high road approach to AI investments and uses, based on complementing rather than replacing worker skills, empowering rather than controlling the workforce, and embedding rather than displacing new jobs in labor and social protections. Comparative findings suggest that these social dialogue initiatives are more effective where there are constraints on employer exit, support for collective worker voice, and strategies of inclusive labor solidarity."

"This 2025 edition is a progression on from the previous edition and has an outlook towards the future. The Journal explores how we can shape a new social contract—a foundation for a human-centred world beyond 2030. It aims to equip trade unions as key drivers of change in implementing the 2025 Doha Political Declaration. The contributions contained in this edition reflect a shared commitment to shaping a fairer future—and a belief that trade unions are not merely participants in this process, but have a vital role to play in this process, in standing up for peace and democracy, and for a fairer and more sustainable world of work."
