"A new technological epoch is underway – the so-called Machine Age – reflecting advances in artificial intelligence, digitalisation and Big Data. Some commentators have claimed that this epoch is different from previous ones in that it will produce large-scale technological unemployment, while others argue the contrary. Only time will judge who is right on this crucial debate. But the Machine Age will lead to major shifts in the demand and supplies of skills, especially digital skills. In this paper, I review the available cross-country evidence on the distribution of such digital skills across the adult populations within and across a large sample of OECD countries. I also review the evidence on participation rates in adult learning. Finally, I outline how education, training and labour market policies could help expand the supply of digital skills."

"Activation policies aimed at getting working-age people off benefits and into work have been embraced by many OECD countries. In a previous paper, I have argued that activation strategies have performed well during the Great Recession and subsequent recovery in some, but not all, of these countries. At the same time it is pertinent to look to the future and to consider what challenges what challenges the activation paradigm is likely to face over the coming decades when US and European labour markets have to cope with ageing workforces and immigration, to name but two. In this paper, I set out my views on some of the major challenges facing activation strategies in the future."

"Two trends in international migration flows have attracted much attention recently: (i) the growing feminisation of migration flows; and (ii) the increasing selectivity of migration towards the highly skilled, which in turn has given rise to renewed concerns about the “brain drain” consequences for the sending countries. The two issues have not been considered jointly, however, mainly due to the lack of relevant data. This paper addresses this shortcoming by looking at the gender dimension of the brain drain, based on a new comparable data set that has been collected by the OECD and which allows us to identify people by country of residence, place of birth, gender and level of education. The evidence summarized in this paper shows that female migration to OECD countries has been increasing significantly in recent decades, so that migrant stocks are now more or less gender-balanced. A more surprising result is that this is also true for the highly skilled. Taking into account the fact that women still face an unequal access to tertiary education in many less developed countries, it appears that women are over-represented in the brain drain. This result is reinforced by econometric estimates showing that emigration of highly skilled women is higher, the poorer is their country of origin. This effect is also observed for men but to a lesser extent. It is not observed, however, at lower educational levels, where the traditional migration hump is identifiable. Econometric estimates also report a negative impact of emigration of highly skilled women on three key education and health indicators: infant mortality, under-5 mortality and secondary school enrolment rate by gender. These results raise concerns about a potentially significant negative impact of the female brain drain on the poorest countries."

"The question of whether migration can be an equilibrating force in the labour market is an important criterion for an optimal currency area. It is of particular interest currently in the context of high and rising levels of labour market disparities, in particular within the Eurozone where there is no exchange-rate mechanism available to play this role. We shed some new light on this question by comparing pre- and post-crisis migration movements at the regional level in both Europe and the United States, and their association with asymmetric labour market shocks. We find that recent migration flows have reacted quite significantly to the EU enlargements in 2004 and 2007 and to changes in labour market conditions, particularly in Europe. Indeed, in contrast to the pre-crisis situation and the findings of previous empirical studies, there is tentative evidence that the migration response to the crisis has been considerable in Europe, in contrast to the United States where the crisis and subsequent sluggish recovery were not accompanied by greater interregional labour mobility in reaction to labour market shocks. Our estimates suggest that, if all measured population changes in Europe were due to migration for employment purposes – i.e. an upper-bound estimate – up to about a quarter of the asymmetric labour market shock would be absorbed by migration within a year. However, in the Eurozone the reaction mainly stems from migration of third-country nationals. Even within the group of Eurozone nationals, a significant part of the free mobility stems from immigrants from third countries who have taken on the nationality of their Eurozone host country."

"Despite the fact that today's young cohorts are smaller in number and better educated than their older counterparts, high youth unemployment remains a serious problem in many OECD countries. This reflects a variety of factors, including the relatively high proportion of young people leaving school without a basic education qualification, the fact that skills acquired in initial education are not always well adapted to labour market requirements, as well as general labour market conditions and problems in the functioning of labour markets. The paper highlights the contrasting trends in youth labour market performance over the past decade using a wide range of indicators. It also presents new evidence on i) the length of transitions from school to work; and ii) the degree to which temporary jobs serve as either traps for young people or stepping-stones to good careers. In addition, the paper reviews some recent policy innovations to improve youth employment prospects."
