"The Covid-19 pandemic is having a profound impact on EU integration, and on the role of the EU in the global governance context. In this report, we present four possible scenarios that may materialize in the coming years, and up to 2040, by using an ‘alternative futures' approach. This is an exploratory method deployed to develop a better understanding of what may yet happen, as opposed to postulating what is most likely to happen.

The project included two digital workshops with the goal to develop a set of scenarios examining the impact of Covid-19 on the potential futures for EU integration. The scenarios, set in the year 2040, aim to communicate a series of alternative worlds that might emerge from developments of internal and external factors. We describe an ‘Optimistic New Deal' scenario, which portrays a strong EU backed by Member States and leading the world towards tackling global challenges; a ‘Wretched fortress' scenario, in which the EU faces severe difficulties due to rising Euroscepticism and a significant slowdown in the process of integration; a ‘United Force' scenario, with the EU focusing on a limited number of global challenges and Member States relying on inter-governmental agreements for a wide array of policy domains; and a ‘Chinese province' scenario, in which the EU splits, and the Member States that remain merge with a Eurasian bloc under the leadership of an increasingly eco-authoritarian China.

The report then explores the consequences of these scenarios for the domains of development and health policy."

"One of the most significant pieces of EU legislation that will be finalised over the coming months is the AI Act, which is still a source of heated debate among policymakers and stakeholders. One of the key issues being discussed is how the Act should define Artificial Intelligence. In this short CEPS Explainer, Andrea Renda and Alex Engler argue in favour of a broader definition of AI, with a high degree of autonomy given to a dedicated AI Office to tailor the Act's application to the specificities of algorithms in individual sectors and use cases."

"There is a consensus on the urgent need for a cohesive European response to the challenges posed by Artificial Intelligence (AI). Increased investment, policy alignment and skill development, are crucial to leverage the emergence of this ground-breaking technology of AI for societal good. The potential of AI in science, government, and industry, underlines the need for the EU public sector to use its unique position in developing and supporting a strategic, transborder and cooperative approach to AI development in Europe, in a unique European model for AI."

This report examines the burgeoning generative artificial intelligence (GenAI) and foundation models landscape within the European Union, and analyses its impact, technological advancements, and regulatory implications. It details the GenAI value chain, identifying key players and investment trends, revealing a significant US dominance. The report then explores GenAI applications across various sectors (automotive, renewable energy, and education), highlighting opportunities and challenges. A SWOT analysis assesses the EU's position as a producer and as a user of GenAI. The report concludes with policy recommendations for fostering a competitive, ethical, and inclusive European AI ecosystem, including identifying needs for increased investment, more skills development, and greater regulatory clarity, as well as a need for enhanced collaboration with civil society organisations.

"This report sets out the elements for the design of a streamlined and future-proof policy on innovation and entrepreneurship in Europe. It is the result of a collective effort led by CEPS, which formed a Task Force on Innovation and Entrepreneurship in the EU, composed of authoritative scholars, industry experts, entrepreneurs, practitioners and representatives of EU and international institutions. The result of these deliberations is a set of policy recommendations aimed at improving the overall environment and approach for entrepreneurship and innovation in Europe and a new paradigmatic understanding of the role that innovation and entrepreneurship can and should play within the overall context of EU policy. These recommendations are based on a new, multi-dimensional approach to both innovation and entrepreneurship as social phenomena and to the policies that are meant to promote them."

"This study focuses on the crossroads between digitalisation and direct cross-border activity. More specifically, it assesses whether and to what extent digitalisation can contribute to the creation of a true single market for retail financial services and non-life insurance. This research was carried out by a team of researchers from CEPS, headed by CEPS Research Fellow Sylvain Bouyon, in cooperation with the University College Cork (UCC) and the Luxembourg Institute of Science and Technology (LIST)."

"There is a growing awareness that climate change is posing an existential threat to humankind, largely as a result of our massive manipulation of the environment. The EU has set itself long-term goals for decarbonisation, but its individual policies are not always fully consistent with these objectives. Indeed, existing policies are unlikely to promote the systemic innovation that is needed to shift EU production and consumption paradigms towards enhanced sustainability.

In this accessible and timely report, which is the fruit of collaboration between CEPS and the i24c platform, the authors look at EU policies and propose ten steps to align EU rules with long-term objectives. This endeavour bears important consequences for the EU's better regulation strategy, innovation policy and sectoral policies in many fields."

Intereconomics. Review of European Economic Policy

"The EU's stagnation on many innovation indicators led to a number of efforts to spur a turnaround. One of most visible projects has been the Horizon 2020 strategy, which devotes unprecedented levels of funding to the promotion of R&D and innovation. But does this strategy address the right issues to promote innovation? Is Horizon 2020 right to ignore geographical considerations when allocating funding? What policy instruments does Horizon 2020 recommend, and has it led to novel strategies being employed, beyond the increase in R&D funding? What steps are individual countries taking? Most importantly, what impact is Horizon 2020 actually having on innovation in the EU?"

"Private governance is currently being evoked as a viable solution to many public policy goals, although the current track record of private regulatory schemes is mixed. Policy guidance documents around the world still require that policy-makers give priority to self- and co-regulation, with little or no additional guidance being given to policy-makers to devise when, and under what circumstances, these solutions can prove viable from a public policy perspective."

"This report contains a measurement of a number of baseline acts that have been included in the Extension List annexed to the Action Programme on Administrative Burdens, or in the Sectoral Reduction Plans. It also includes a measurement of the related amending acts / amending proposals. The main goal of this report is to extend the baseline measurement of administrative burdens generated by the EU legislation, enlarging the original group of 42 acts measured by the Consortium. Furthermore, we provide an assessment of whether some of the policy initiatives of the first Barroso Commission have generated a significant change in the baseline since 1 January 2005. In particular, we analyse 2 baseline acts from the Extension List (Priority Area: Environment). For both of them, we also analyse the related amending proposals. Subsequently, we assess the impact of 3 reduction measures1 included in the Sectoral Reduction Plans, 2 from the Priority Area Cohesion Policy and 1 from the Priority Area Taxation and Customs. All of them amend baseline acts included in the Original or in the Extension List."
