"Survey data suggests that there are around 2000 domestic workers in Kosovo (i.e. around 0.5% of all workers). Women are present in greater numbers, while most domestic workers are aged between 35 and 49. However, Kosovo currently lacks a specific legal framework and clear legal definition of domestic workers. The general collective agreement was the only formal document that explicitly acknowledged domestic work, but this expired in 2017 and no new agreement has been agreed. The legal framework that pertains to formal employees there­ fore only extends to domestic workers under contract, leaving the majority of workers in this sector without adequate labour and social protection. Since most domestic work is, in reality, undeclared, this situation makes workers highly vulnerable. Current policy discussions are focused on formally defining domestic workers within the proposed new law on labour and on improving employment registration procedures to benefit all stakeholders, although these are still in their early stages. The article concludes with a series of suggestions for improving such workers' social protection and labour rights."

"The great European dream was to diminish militant nationalism' (Antony Beevor). The future remains open, and some degree of nationalism may be constantly present, but one thing can be expressed with confidence: the European Union has successfully averted conflict within the ‘club' and has been a clearly powerful incentive for reconciliation between former enemies as well as bringing democracy in countries formerly ruled by dictatorships. The present crisis apart, the European project remains incomparable. Indeed, this presents an inescapable imperative to any notion of resistance towards the completion of the European integration project. This article focuses on the integration project of the Old Continent's southeastern corner; more specifically, it concerns how a culture-based or incited-conflict can shape a specific cultural setting and, in return, how that culture can be transformed into one of co-operation. The inquiry is placed in the context of the relationship with, and impact of, the EU, which can serve both as example and promoter of such a culture. "

"Unemployment is one of the major challenges that every Kosovo government faces. Today, the unemployment level reaches the staggering figure of 39-48 %, depending on the source. With only 25 % of the population of working age in employment, Kosovo has the lowest employment rate in Europe. The public sector remains the highest employment agency, providing work for more than 70 000 people. The number of registered private firms continues to increase but the informal sector remains very strong, accounting for around 30 % of businesses. A social assistance programme does exist but, due to the tight fiscal space, it has low coverage and more than 60 % of the poor are out of reach. Some 30 000 people join the labour market annually, but those who reach retirement age are much fewer. With such an increasing number of job seekers, and with few work opportunities, the government should seriously think about more efficient active and passive employment policies in which a review of its employment strategy is a key starting point. "
