"Traumatisé par l'éclatement violent de la République socialiste fédérative de Yougoslavie (1990-1996), l'espace qui, géographiquement, englobe les Etats de l'Europe du Sud-Est est devenu le théâtre, depuis la seconde moitié des années quatre-vingt-dix, d'une pléiade de coopérations diverses et variées. Abordées dans cet article d'un double point de vue, spatial d'une part, privilégiant par conséquent l'approche territoriale, et institutionnel, d'autre part, car reposant sur des initiatives étatiques, ces coopérations à géométrie variable vont des plus concrètes aux plus inabouties. La plupart sont financièrement soutenues, voire initiées, par des programmes de l'Union européenne, essentiellement les programmes Interreg dont une des composantes (Interreg III B) réunit dans un seul espace les territoires de l'Europe du Sud-Est, de l'Europe centrale, de l'Adriatique et du Danube (CADSES). Cet espace se décompose en toute une série de coopérations allant de l'Initiative au groupe de travail en passant par l'enceinte la plus connue et la plus large : le Pacte de stabilité pour l'Europe du Sud-Est. L'un des principaux points positifs, et non des moindres dans une région qui recèle encore de fortes tensions politiques et sociales alimentées par un sous-développement économique marqué, est la diversité des acteurs impliqués. Responsables politiques locaux, agents économiques privés, associations s'efforcent, ensemble, d'initier des projets locaux à partir des besoins du terrain selon une démarche bottom up encore très peu usitée. La formule des eurorégions dont l'auteur fait ici l'inventaire fournit un cadre apparemment idéal, porteur de dynamiques transfrontalières qui, fortement encouragées par l'UE, sont, selon les cas, plus ou moins formalisées."

"In the past years, sustainability has again become a theme in both academic and political discourses. Even though they often focus on green(ing) jobs and skills as recently emerged policy fields, also the different aspects of sustainable employment are increasingly receiving attention. As the labour market observatories face the challenge of capturing the developments on the regional and local labour markets in regard to green jobs/skills and sustainable employment, the EN RLMM anthology seeks to clarify different conceptual and methodological issues with the aim to advance regional and local labour market monitoring efforts in this field. The publication focuses on monitoring approaches concerned with jobs and skills in the green(ing) sectors and sustainable employment on the level of European regions and localities. It is explored, how the above mentioned issues can be integrated in the continuously conducted regional and local labour market monitoring and how different stakeholders on the regional and local level can use the generated labour market data for their steering and strategy development activities."

"Twenty-five years since the establishment of peace in BiH as a result of the Dayton Agreement is the opportunity not only to remind ourselves of the socio-political context, but also to review the development of BiH within the framework set out under Dayton. This article deals with concerns such as whether Dayton has created the possibility for the development of BiH as a functional state or only the assumptions needed for peace; it also deals with the problems of BiH citizens in a post-Dayton BiH, with a particular reflection on those experienced by workers and their trade unions. Meeting the requirements for joining the European Union is an imperative for BiH. Responsibility on this path to the EU, however, lies equally with the political leaders of this country who, unfortunately, do not work towards strengthening the state of BiH; with the Peace Implementation Council, which is insufficiently decisive about fulfilling its commitments; and finally also with BiH citizens who have allowed their domination by ethnic parties and who would rather leave the country than oppose the growing hopelessness."
