"In this article I explore how national and European law deal with situations where the right to social security, and, more broadly, the law on social security, seem to conflict with the freedom of religion. The article begins by specifying what is meant by the terms ‘social security' and ‘ freedom of religion'. It attempts to illustrate areas of real or apparent conflict between the freedom of religion and social security law, referring to case law and practice in a variety of Western countries. It then deals with religious objections to participation in social security schemes as such, with the definition of suitable work from a religious perspective and with health care coverage in light of religious objections. In conclusion, it seeks to develop an approach that can be followed for solving cases of real or apparent tension between social security law and the freedom of religion."

"A frequently used indicator to measure social health protection performance is the extent of population coverage as stipulated in national legislation. However, this indicator does not provide meaningful information on performance in terms of effective access to benefits that are available, affordable and of acceptable quality, not least for the poor and workers in informal economies. This article proposes a new approach to measuring performance by applying a set of relevant indicators in an analytical framework for assessing the performance of social health protection. The approach allows policy-makers to conclude from comparisons among groups of countries facing similar challenges. Preliminary results include comprehensive information on deficits that need to be addressed when striving for effective universal coverage. With further refinement, the suggested approach could become a standard assessment tool for measuring performance."

"This is the first in a new series of biennial reports that aim to map social security coverage globally, to presenting various methods and approaches for assessing coverage, and to identifying gaps in coverage. Backed by much comparative statistical data, this first report takes a comprehensive look at how countries are investing in social security, how they are financing it, and how effective their approaches are. The report examines the ways selected international organizations (the EU, OECD and ADB) monitor social protection and the correlation of social security coverage and the ILO Decent Work Indicators. The report's final section features a typology of national approaches to social security, with a focus on countries' responses to the economic crisis of 2008 -- and the lessons to be learned, especially concerning the short- and long-term management of pension schemes."
