"The report highlights that the social situation in the EU continues to benefit from the economic recovery and the reform efforts made by Member States in recent years. Of particular note is the continued improvement in the labour market situation, with significant reductions in unemployment, while deprivation and social exclusion are also declining. Nevertheless, the recovery has so far had a rather mixed and sometimes limited impact on the other social indicators, and Europe remains far from reaching the Europe 2020 poverty and social exclusion target. Several trends of concern are still apparent, including the still widening depth of poverty risk in many Member States, the rising trend in in-work poverty risk in several countries, and the still increasing risk of poverty for people in (quasi-)jobless households."

"The 2023 JER maintains a strong focus on the implementation of the European Pillar of Social Rights, in line with the Action Plan of March 2021 welcomed by the EU Leaders in the Porto Social Summit. The reinforced monitoring of the implementation of the Pillar principles in the areas of equal opportunities and access to the labour market, fair working conditions and social protection and inclusion is continued in this edition of the report. This is done notably via thematic boxes covering key challenges in these areas, in light of the socio-economic outlook and most recent policy initiatives. The report integrates the 2030 EU headline targets on employment, skills, and poverty reduction welcomed by the EU leaders in Porto and by the June 2021 European Council. It also covers for the first time the national targets put forward by the Member States, as presented and discussed in the June 2022 EPSCO Council following a process of bilateral discussions with the Commission services and multilateral reviews with the Employment Committee and the Social Protection Committee. The report further incorporates the objectives of the Union of Equality strategies and covers the challenges faced by groups affected by inequalities."

"The annual report by the Social Protection Committee examines the social situation and developments in social protection policies across the EU. This year's report focuses on the energy and cost of living crisis. Based on a set of key indicators and thematic work, the report indicates that despite economic growth slowing down over 2022 in the EU - after the launch of Russia's war of aggression against Ukraine - employment continued to expand and the level of poverty and social exclusion remained broadly stable at EU level, at 21.6% of the population in 2022 (compared to 21.7% in 2021). At the same time, price rises had a negative impact on households' purchasing power, especially for lower income families, and this is reflected in a slight rise in material and social deprivation in Europe. The report focuses in particular on taking stock of the existing and exceptional measures of the Member States in facing the energy and cost of living crisis."

"The Joint Employment Report (JER) by the European Commission and the Council monitors the employment situation in the Union and the implementation of the Employment Guidelines, in line with Article 148 of the TFEU. The report provides an annual overview of key employment and social developments in the Union and of Member States' recent policy measures, in line with the Guidelines for the Employment Policies of the Member States. It also identifies related key priority areas for policy action. Chapter 1 of the report presents an overview of key employment and social trends and of progress made on the 2030 EU headline and national targets, as well as horizontal findings based on the principles of the Social Convergence Framework (SCF). Chapter 2 analyses challenges and policy responses in the Member States for each of the four employment guidelines. Chapter 3 provides country-specific analysis for all Member States in line with the principles of the SCF. Based on the Commission's proposal, and following exchanges in the relevant Council advisory committees, the final text will be adopted by the Employment, Social Policy, Health and Consumer Affairs (EPSCO) Council. Addressing the challenges identified in the report will contribute to achieving upward social convergence, strengthen the Union's drive towards fair green and digital transitions and contribute to facing demographic change, as well as the achievement of the Sustainable Development Goals and the implementation of the Union of Equality Strategies."

"EU leaders have agreed to reduce the number of people who are at risk of poverty or social exclusion by 15 million (including at least five million children) by 2030. This article explores this ambitious target and analyses the positioning of the field throughout the EU's broader governance hierarchy, as well as the governance arrangements within the field. It finds that throughout such governance arrangements, the issue of being at risk of poverty or social exclusion is largely dealt with by intergovernmental agreements and is thereby a third-order priority for the EU, with economic integration first-order and employment policy second-order. Meanwhile, within the field EU governance arrangements are currently being transformed to further encourage the Member States to take action. While this is a significant development, the overall ability of the EU to reduce the number of those at risk of poverty or social exclusion requires the field to move beyond its current third-order status."

"The metaverse is projected to amass a staggering value of $1 trillion over the next three years, indicating rapid adoption and acceleration through technologies such as generative AI.

This report is published under the Defining and Building the Metaverse Initiative, whose goal is to bring together major stakeholders from academia, civil society, government and business to advance consensus and create a metaverse that is economically viable, interoperable, safe, equitable and inclusive. The initiative is divided into two workstreams: governance and economic and social value creation.

In this report, the social value creation workstream presents a holistic understanding of the implications of metaverse adoption on individuals, across the dimensions of access and adoption, psychological and physical well-being, DEI, sustainability and economic empowerment. It encourages an international dialogue for strategic development and regulatory guidance.

An accompanying release from the governance workstream focuses on metaverse privacy and safety, striving for a metaverse rooted in human-first principles.

Achieving an economically viable, equitable and socially conscious metaverse requires careful consideration of human rights, equality and sustainability.
