"The WHO Laboratory Biosafety Manual (LBM) has been in broad use at all levels of clinical and public health laboratories, and other biomedical sectors globally, serving as a de facto global standard that presents best practices and sets trends in biosafety.
LBM encouraged countries to accept and implement basic concepts in biological safety and to develop national codes of practice for the safe handling of biological agents in laboratories within their geographical borders.
This fourth edition of the manual builds on the risk assessment framework introduced in the third edition. A thorough, evidence-based and transparent assessment of the risks allows safety measures to be balanced with the actual risk of working with biological agents on a case-by-case basis.
This novel evidence- and risk-based approach will allow optimised resource use and sustainable laboratory biosafety and biosecurity policies and practices that are relevant to their individual circumstances and priorities, enabling equitable access to clinical and public health laboratory tests and biomedical research opportunities without compromising safety."

"During the past two decades, many books, governmental reports and regulations on safety measures against chemicals, fire, microbiological and radioactive hazards in laboratories have been published from various countries. These topics have also been briefly discussed in books on laboratory planning and management. The application of various scientific instruments based on different ionizing and non-ionizing radiations have brought new safety problems to the laboratory workers of today, irrespective of their scientific disciplines, be they in medicine, natural or life sciences. However, no comprehensive laboratory handbook dealing with all these hazards, some of which are recently introduced, has so far been available in a single volume. Therefore, it was thought worthwhile to publish this handbook on safety and health measures for laboratories, with contributions from several experts on these subjects. As this is a multi-author volume, some duplication in content among the chapters is unavoidable in order to maintain the context of a chapter as well as to make each chapter complete. An attempt has also been made to maintain the central theme, which is how to work in a laboratory with maximum possible environmental safety."

This code of practice aims at improving safety at sea by providing guidelines to evaluate the special risks of bulk cargoes such as oil, gas and chemicals, and the hazards relating to rollon/rolloff vessels, ferries and container ships.
