"Les marchés publics représentent 17 % du produit intérieur brut de l'UE. Leur apport dans des domaines tels que la politique sociale est donc considérable. Grâce à ce guide, la Commission européenne entend exploiter cette contribution de deux manières : (a) en renforçant la sensibilisation des pouvoirs adjudicateurs aux avantages liés aux biens et services qui procurent des bénéfices sociaux et (b) en expliquant quelles sont les opportunités offertes par le cadre juridique communautaire actuel lorsque les marchés publics prennent en compte les considérations sociales. Le guide définit la passation des marchés publics socialement responsable et en explique les avantages. Il examine ce type de passation par rapport au modèle social européen et étudie son approche juridique et politique au sein de l'Union. Enfin, le guide élabore une stratégie de passation des marchés publics socialement responsable et explique comment identifier les besoins et organiser des procédures de passation. Il détermine aussi, d'un point de vue juridique, comment les considérations sociales peuvent être abordées lors des différentes étapes du processus de passation (depuis la définition du cahier des charges et des critères de sélection jusqu'à l'attribution des contrats et le suivi des résultats qui en découlent). "he euro crisis marked the start of the so-called ‘new European Union economic governance'. This new economic governance brings along different kinds of changes in the status of decision-making actors. Some of these changes involve power shifts, which can be categorised as either vertical or horizontal. Vertical power shifts transfer powers between different levels of government, usually from the national level to the European Union level. Horizontal power shifts transfer powers away from discretionary decision-making by governments to independent institutions. The new economic governance also implies a restriction in the discretionary decision-making power of governments by the imposition of policy rules. In this article, the accountability problems involved with these power shifts are analysed. It finds that, overall, the implementation process of the new economic governance has harmed accountability."

"Public procurement accounts for about 17% of EU gross domestic product. Its leverage in areas such as social policy is thus considerable. With its Guide to Taking Account of Social Considerations in Public Procurement, the European Commission aims to capitalise on this by (a) raising contracting authorities' awareness on the benefits of opting for goods and services delivering good social outcomes and (b) explaining the opportunities offered by the existing EU legal framework to take into account social considerations in public procurement. The Guide defines socially responsible public procurement (SRPP) before explaining its benefits. It looks at SRPP in relation to the EU social model and the legal and policy approach to the subject in the Union. The Guide also elaborates an SRPP strategy and explains how to identify needs and plan procurement procedures. The Guide also explains from a legal perspective, how social considerations may be addressed at the different stages of the procurement process (from defining technical specifications and selection criteria, to awarding contracts and monitoring subsequent performance). National examples are provided to illustrate different steps within the process. "
