"Population ageing and its implications on public finances (especially pensions and care) is one of the greatest challenges that EU economies and societies will be facing over the next couple of decades. In this Issue Paper, Fabian Zuleeg and Benedetta Guerzoni argue that pension system reforms will not be sufficient to guarantee the sustainability of the EU welfare systems, if they are not coupled with increased participation to the labour market. In order to assess the EU Member States' performance, this paper proposes an indicator - the Labour Market Adjusted Dependency Ratio - which combines the demographic trend with the labour market dimension. The analysis shows that slightly less than half of the EU population is not working due to unemployment, retirement or other reasons, with this figure notably growing up by 2050. The authors suggest that policy-makers can play a significant role in tackling the demographic challenge, by boosting labour market participation and reshaping the structure of European labour force."

"Countries around the world face a retirement crisis brought on by aging populations, declining birthrates, and fiscal shortfalls. As a result, policy makers increasingly seek to understand retirement savings patterns, a crucial component of the safety net for the elderly. Drawing on the 2014 Global Findex database, which provides individual-level data on the use of financial products in more than 140 countries, this paper examines how adults save for old age. It finds that about 25 percent of adults worldwide save for old age, with rates exceeding 35 percent in high-income Organisation for Economic Co-operation and Development economies and the East Asia and Pacific region. On average, men are slightly more likely than women to save for this purpose, but the gender gap is deeper in developing countries. Worldwide, saving for old age is more common among older adults, more educated adults, and adults who own accounts. Adults in countries with English legal origin, and with high savings rates, are also more likely to save for old age. The paper also finds that measures to increase trust in the financial system, such as the safety net/moral hazard index based on deposit insurance, lead to higher rates of saving for old age. Finally, the paper finds little evidence of substitution between pension system provisions and contribution rates with saving for old age."

"The enterprise culture is a pervasive socio-historical discourse. This article adopts a narrative identity work approach to explore how individuals may exert agency to make sense of and negotiate with the structuring features of such discourses. Older entrepreneurs are an interesting case through which to explore these processes because ageing is predominantly portrayed as a form of decline to be resisted or hidden and as inherently anti-enterprise. Qualitative, in-depth, semi-structured interviews with two UK-based older entrepreneurs reveal how they engaged problematically with discourses around enterprise culture and ageing in constructing their identities. Sedimentation and innovation are proposed as valuable concepts for understanding how particular discourses become embedded in the understanding and identity work of individuals and how they seek to exert agency. The findings demonstrate the difficulties in innovative identity work for older entrepreneurs and this is discussed in terms of narrative resource poverty."

It updates some indicators included in the previous editions published since 2001 and introduces several new ones; in total: 25 indicators. It includes data for the 34 OECD Member countries and where available data for key partners (Brazil, China, India, Indonesia, Russia and South Africa) and for other G20 countries (Argentina and Saudi Arabia). "Der Beitrag kontrastiert politisch-mediale Altersdiskurse der vergangenen drei Jahrzehnte mit den in qualitativen Interviews dokumentierten Ruhestandserzählungen "junger Alter". Während das öffentliche Bild des Alters sich in Richtung auf die Betonung der produktiven Potenziale älterer Menschen verschiebt, zeigen deren Alltagserzählungen eine relative Distanz gegenüber gesellschaftlichen Produktivitätserwartungen. Auf der Grundlage empirischer Untersuchungen skizziert der Beitrag den Wandel politischer Altersdispositive wie auch die Vielfalt unterschiedlicher Sozialfiguren des "jungen Alters". Er macht deutlich, dass die politische Programmatik einer auf der Aktivität des Alters beruhenden Anerkennung der Alten bei diesen selbst zumindest einstweilen nicht verfängt."
