"We empirically study the role of different family policies in affecting women's labor market behavior in the European Union. Women tend to assume more family duties than men and, consequently, often participate less in the labor market. Family policies aim to support families in general while a particular focus is on helping women to reconcile family duties with labor market participation. Their impact, however, is not clear, especially when it comes to different forms of labor market activity. We use a static and dynamic panel econometric framework examining the link between financial support for four types of family policies and labor force participation as well as (part-time and full-time) employment. The results suggest no stable significant impact of expenditures on family policies on overall labor force participation. However, higher spending on family allowance, cash benefits, and daycare benefits appears to promote part-time employment, whereas only spending on parental leave schemes is a significant positive determinant of women's full-time employment."

"We provide new estimates on worker flow rates in and out of unemployment for Germany covering the last six decades. In the 1980s, Germany emerged as the sick man of Europe with a labor market characterized by persistently high unemployment rates. We attribute a substantial fraction of the rise in unemployment to a dramatic increase in inflow rates compared to the 1960s. Germany's recovery started in the mid-2000s after the Hartz reforms, when inflow rates persistently decreased. Comparing the German and U.S. labor market during recessions uncovers a striking similarity between the recent financial crisis in the U.S. and the German recession in the 1980s. We relate these findings to existing theories on labor market differences between the U.S. and Germany."

"Italy's labour market suffers from a serious pathology, in addition to the increasing precariousness of the young workforce common to all EU member countries: flows from regular employment to non-employment are very often dead-ends. A vast number of young individuals who lose their job only a few months or years after their first hire enter the ranks of the long-term unemployed or leave the workforce altogether, never to regain regular employment even after as long as twenty years. Many join the ranks of the irregular economy, many drop out of the labour force. "Workforce disposal" refers to the process generating this pathology. Prolonged stagnation of the Italian economy is an important long run macroeconomic determinant of workforce disposal. But there are several factors that have an important impact in the short and medium run. In this study we set out to investigate such determinants. Workforce disposal is present also in Spain, though to a lesser extent than Italy. Informed media report that similar developments are taking place also in countries of Eastern Europe, although no scientific evidence is yet available. And it would be surprising if the economies of Portugal and Greece were immune from the disease. Our exploration of the Italian case makes use of the WHIP longitudinal database originating from Social Security records."

"This article outlines measures adopted in national social security schemes to promote the (re)integration into work of people with disabilities. The measures are evaluated in the light of broader reform trends, stemming from EU policies to foster labour market participation. Since the beginning of this century, the EU has played an active role in confronting national authorities with the need to design employment policies in which competitiveness and economic growth go hand in hand with measures that ensure that disadvantaged groups have equal access to the labour market and receive effective support to access employment. Recent statistical data show, however, that the employment position of disadvantaged groups is still weak. This would seem to suggest that the social quality of national schemes to foster labour market participation falls short of expectations. To gain insight into this matter, thirty European countries were asked to draw up national reports on the employment position of people with disabilities within the framework of the EU-funded MISSOC project. This article presents a synopsis of the main findings from these reports. It starts with an overview of relevant developments at the European level (section 1). A framework for the evaluation of the social quality of national programmes to promote the (re)integration into work of people with disabilities is then developed in section 2. The results of the evaluation are presented in section 3, thereby focusing on measures addressing people with disabilities on the one hand (sections 3.1 and 3.2) and measures addressing the employer on the other hand (section 3.3). The evaluation winds up with some concluding observations with regard to the way in which the social dimension of employment policies has been implemented in national schemes to promote the (re)integration into work of people with disabilities (section 4)."

L'éclatement de la bulle économique a bouleversé cet équilibre qui reposait sur l'assurance de facto de l'emploi à vie (shûshin koyô) et de la promotion à l'ancienneté (nenkô joretsu).Avec la baisse des naissances et le vieillissement de la population, le gouvernement actuel n'a de cesse de faire revenir les femmes sur le marché du travail, mais le manque d'infrastructures pour accueillir la petite enfance joint à l'idée bien ancrée que c'est au breadwinner d'entretenir sa famille fait que les mentalités ont du mal à évoluer.
