Intereconomics. Review of European Economic Policy - vol. 60 n° 4 -

Intereconomics. Review of European Economic Policy

"In today's shifting global landscape, the long-held view that industrial policy and competition policy are fundamentally at odds is being reconsidered. In an era marked by geopolitical tensions, rapid technological change and vulnerable supply chains, governments are increasingly exploring how these policy tools might reinforce one another. In the European context, this shift has become increasingly urgent as industries face investment stagnation, rising production costs and technological gaps that national measures alone struggle to address. In sectors such as defence, fragmented markets and home-biased procurement are undermining innovation and scale, prompting calls for more integrated approaches. How can the balance between market openness and strategic intervention be maintained? What forms of institutional coordination will support this shift? How can long-term competitiveness be secured without repeating the missteps of past industrial activism?"

The Safety and Health Practitioner

"Seemingly arbitrary and too-lenient sentencing in health and safety offences has long exercised practitioners and regulators alike, so the author looks into why magistrates make the decisions they do."

"Research on military populations indicates that musculoskeletal-related disorders represent a prevalent source of outpatient visits, lost work time, hospitalization, and disability. Despite the increasing role of women in the military, little is known regarding the association among military occupations, gender, and disability. The study presented here analyzed 41,750 disability cases to determine: (1) prevalence of work-related musculoskeletal disability, (2) specific jobs associated with greater risk of musculoskeletal disability, and (3) association among gender, job-type, and disability. Results indicate: (1) back-related disorders represent the most prevalent sources of disability, (2) certain occupations were associated with higher disability risk, (3) women experienced higher overall, and musculoskeletal, disability risk, and (4) specific jobs were identified in which women experienced higher rates of musculoskeletal disability. These findings highlight the need to consider the interaction between workplace factors and gender on disability in the military work force."

Notre Europe

"With the establishment of the permanent European Council presidency and the High Representative of the European Union for Foreign Affairs and Security Policy, the role of rotating presidencies has changed. This will have an impact on the role of the Trio Presidency in future. Does the rotating presidency still matter?

In this new edition of Think Global – Act European (TGAE), launched by Notre Europe, 14 Europeans think tanks answer that question by scrutinizing the 18-month agenda of the Spanish, Belgian and Hungarian Trio Presidency. For each specific issue (structural reform, economic governance, energy, climate change, migration, internal security, global governance, foreign policy defence, enlargement, neighbourhood, EU institutions, European political space and budget) they analyse the global context, existing challenges and put forward concrete proposals concerning key initiatives that can be taken by the Trio Presidency during this period.

In the sensitive context of the Lisbon Treaty implementation and complex management of the economic crisis, specific attention is given to the decisive coordination role that can be played by the Trio Presidency in defining more efficient – more integrated – European strategies. "

"The EUISS has conducted a wide-ranging exercise to detect the long-term trends, factors and actors shaping the global environment of European integration - The New Global Puzzle. This Report illustrates the evolution of the key structural factors affecting change over the two decades to come - demography, the economy, energy, the environment, science and technology - and addresses some of the main questions concerning the future of the international system. The Report also includes seven regional outlooks exploring prospective developments of relevance to the European Union in Russia/Eurasia, the Middle East and North Africa, Sub-Saharan Africa, the United States, China, India and Latin America.
Many critical junctures can be envisaged over the decades to come, from energy supply shocks to environmental catastrophes, from renewed confrontation between large state powers to a systemic breakdown of the Middle East. The development of the European Union into a fully-fledged global actor requires a shared assessment of the future challenges, threats and opportunities with which it will be confronted, and of the best options to drive, as opposed to endure, change.
This Report argues that the biggest challenge confronting the EU will be to reconcile the emerging multipolar international system with a sustainable, effective multilateral order. The Report is intended as a first step in paving the way towards further reflection on the future position and role of the EU in the world. Both experts and the policy-making community, at the European and national levels, need to engage in this debate with a view to defining common, effective responses to tomorrow's challenges."

Notre Europe

"Notre Europe and the Fondation pour l'innovation politique (Fondapol) have brought together 13 European think tanks with the aim of making recommendations to the Trio of presidencies.

The future Trio of the French, Czech and Swedish Presidencies will be active at a key moment of the EU agenda, from July 2008 to December 2009, with the ratification of the Treaty of Lisbon, the budget review, the European election campaign and the renewal of the European Commission in 2009, the preparations for a new Lisbon Strategy for 2010 and negotiations of a post-Kyoto treaty.

13 European think tanks (Bruegel, CER, CEPS, DemosEuropa, DIIS, ECFR, Eliamep, EPC, Europeum, Fondation pour l'innovation politique, Notre Europe, SWP, SIEPS) worked together in order to present precise recommendations regarding tomorrow's major strategic issues to the new Trio.

This project receives support from the French, Czech and Swedish governments. Its core result is the report Think Global – Act European (directed by Elvire Fabry, Director Europe-International, Fondation pour l'innovation politique and Gaëtane Ricard-Nihoul, Secretary General, Notre Europe) which was presented at the Chamber of Commerce and Industry of Paris on 23 May.

On this occasion, the representatives of the 13 think tanks involved put questions to Jean-Pierre Jouyet, French State Secretary in charge of European Affairs, Marek Mora, Deputy Vice Prime Minister for European Affairs, Håkan Jonsson, Swedish Minister of State, responsible for European Affairs. Several Director Generals of the European Commission, Members of the European Parliament and various political leaders of the Member States also took part.
