"Brexit is an irreversible fact. Everyone will be worse off. But what are the exact ramifications, for the UK, the EU, and the partnership between the two?



This book examines the political, economic, social and institutional implications of the UK's departure from the EU in different policy fields, including trade, defence and security, foreign policy, judicial cooperation, migration and mobility, as well as its impact on UK politics and EU integration.

Besides thinking through the consequences of Brexit, the authors consider the ongoing negotiations and the possibility of the EU and UK failing to agree on a deal before 31 December 2020. They also look at the dramatic impact of the ongoing COVID-19 pandemic and conclude that, given the related health, economic and social crises, the transition period must be extended.

The publication also holds a few lessons on what the EU could and should take away from this experience. As the EU's chief Brexit negotiator, Michel Barnier, says in the book's foreword: "We must take the time to listen to our citizens, to understand them, and to provide answers for their concerns. It is too late for the British regions, but it is not too late for the rest of Europe."

The contributions in this book, all by leading experts on Brexit, draw from discussions held in the Brexit Think Tank Group, which was set up by the European Policy Centre (EPC) in the aftermath of the 2016 referendum. Through this format, the EPC facilitated a continuing exchange between the European Commission's Task Force for Relations with the United Kingdom and the policy community. The group provided analysis and insight at crucial moments in the negotiations, including on the level playing field issue."

"Traumatisé par l'éclatement violent de la République socialiste fédérative de Yougoslavie (1990-1996), l'espace qui, géographiquement, englobe les Etats de l'Europe du Sud-Est est devenu le théâtre, depuis la seconde moitié des années quatre-vingt-dix, d'une pléiade de coopérations diverses et variées. Abordées dans cet article d'un double point de vue, spatial d'une part, privilégiant par conséquent l'approche territoriale, et institutionnel, d'autre part, car reposant sur des initiatives étatiques, ces coopérations à géométrie variable vont des plus concrètes aux plus inabouties. La plupart sont financièrement soutenues, voire initiées, par des programmes de l'Union européenne, essentiellement les programmes Interreg dont une des composantes (Interreg III B) réunit dans un seul espace les territoires de l'Europe du Sud-Est, de l'Europe centrale, de l'Adriatique et du Danube (CADSES). Cet espace se décompose en toute une série de coopérations allant de l'Initiative au groupe de travail en passant par l'enceinte la plus connue et la plus large : le Pacte de stabilité pour l'Europe du Sud-Est. L'un des principaux points positifs, et non des moindres dans une région qui recèle encore de fortes tensions politiques et sociales alimentées par un sous-développement économique marqué, est la diversité des acteurs impliqués. Responsables politiques locaux, agents économiques privés, associations s'efforcent, ensemble, d'initier des projets locaux à partir des besoins du terrain selon une démarche bottom up encore très peu usitée. La formule des eurorégions dont l'auteur fait ici l'inventaire fournit un cadre apparemment idéal, porteur de dynamiques transfrontalières qui, fortement encouragées par l'UE, sont, selon les cas, plus ou moins formalisées."

"The EU regulatory framework for posted work has a different impact in The Member States because it is applied in a variety of national industrial relations and collective bargaining systems. In this working paper, we look into the enforcement of regulations for posted work, bringing together experiences from the Nordic (except Sweden) and the Baltic states. Competences of the national labour inspectorates and cooperation with other authorities constitutes the basis for enforcement. Moreover, it is vital for the inspectorates to have contact and cooperate across borders. Enforcement related to posting of third-country nationals is also part of the picture."

As others have noted, we face challenges just as big as those in the Spanish Flu Pandemic and the Great Depression—all at once. The tasks facing policy-makers are extraordinary. Many new kinds of intervention are urgently required. This issue of the Oxford Review of Economic Policy has two objectives. The first is to explore these new interventions: evaluating their use, suggesting how they might be improved, and proposing alternatives. The second is to show that the challenges facing us are global and will require international cooperation if they are to be dealt with effectively. This short introductory essay positions the papers in the issue within an overall conceptual framework, with the aim of telling an overarching story about the pandemic."
