"La question du territoire est aujourd'hui incontournable. Les travaux de recherche en sciences sociales ont abondamment interrogé cette dimension mais la dimension spatiale des mobilisations est généralement peu prise en compte, car jugée subalterne. Or les acteurs – il s'agit ici des acteurs syndicaux et des salariés – font du territoire un enjeu central de leur mobilisation. En effet, la territorialisation croissante des politiques publiques ouvre de nouveaux espaces d'intervention pour les acteurs. Comment s'approprient-ils ces espaces ? Bouleversent-ils leurs pratiques dans les entreprises, les localités, les départements ? Imposent-ils aux organisations syndicales d'interroger leur mode d'organisation et de fonctionnement ? Notre article étudie deux dimensions de la démarche CGT, celle de la confédération dans son rapport au territoire et celle d'acteurs syndicaux de terrain dans un système productif local. Ce faisant, il montre les questionnements, les contradictions, les réponses que le syndicat construit pour faire face à ces nouvelles formes d'organisation du territoire et aux politiques publiques qui les guident."

"This article contributes to the debate over the fashionable but contested concept of ‘territorial cohesion' in the European Union. Scholars have long recognised and traced discursive shifts in EU territorial development policies, but theoretical accounts of the drivers and parameters of such shifts are rare. This article applies the multiple streams model of agenda-setting to the territorial cohesion debate in order to explore how useful this model is in analysing and predicting the outcome of a debate. The article is structured according to the three ‘streams' that are relevant to agenda-setting: problems, policies and politics. The analysis relies on the responses to the 2008 Green Paper on Territorial Cohesion in order to determine how politically feasible different policy solutions are. More recent developments such as the Territorial Agenda 2020 and the European Commission's proposals for Cohesion Policy for 2014–2020 are then used to assess the predictive power of multiple streams. It is shown that the model successfully predicts the endurance of solidarity-based cohesion goals, the emergence of territorial capital as a key policy solution, and the rejection of geographical criteria for the allocation of EU Structural Funds. At the same time, the multiple streams model fails to predict the introduction of spatial planning tools into EU cohesion policy. This shows that explaining a substantial redefinition of existing policy terms requires some reference to key actors' broader discursive strategies. The article concludes that the multiple streams model has some predictive and explanatory power; criticisms of the model as overly descriptive are exaggerated."

"A key question is when British employment rights can be relied on by workers whose employment is also connected in some way with another country. The crucial touchstone has traditionally been whether the employee is working in Great Britain. This article examines the notion of territoriality applied in recent cases, particularly in the context of the territorial scope of employment legislation. Courts have tended to be generous in allowing those working abroad to rely on British employment rights if there are other strong connections with Great Britain based on a consideration of a wide variety of factors. By focusing on the connection which an employee has not just to Great Britain, but also to British employment law, there has been a move away from attaching sole importance the place where an employee physically works. This article focuses on the question of whether this approach is appropriate for employees who are working in Great Britain. In particular, if an employee is working in Great Britain, when, if at all, should it be possible to displace the territorial application of British employment law."

"The contribution aims to investigate the different relationships between territory, digitalisation and work.Within the European Union, there are significant territorial inequalities aggravated by globalisation-related dynamics and the digital transition. Both processes, in fact, entail a territorial polarisation of economic development but also of technological skills, producing deep gaps within the member states.
