"The report highlights that the social situation in the EU continues to benefit from the economic recovery and the reform efforts made by Member States in recent years. Of particular note is the continued improvement in the labour market situation, with significant reductions in unemployment, while deprivation and social exclusion are also declining. Nevertheless, the recovery has so far had a rather mixed and sometimes limited impact on the other social indicators, and Europe remains far from reaching the Europe 2020 poverty and social exclusion target. Several trends of concern are still apparent, including the still widening depth of poverty risk in many Member States, the rising trend in in-work poverty risk in several countries, and the still increasing risk of poverty for people in (quasi-)jobless households."

"The paper addresses a topic still largely under-researched in comparative welfare state literature: the role of right parties in the reform of last resort safety nets. More precisely, the study investigates minimum income schemes' reforms promoted during the Great Recession (2008–2013) by centre-right governments in three countries belonging to the European periphery: Italy, Portugal and Latvia. Despite common political orientation and increased problem pressure, these countries have gone through distinct reform trajectories in their social safety nets that may be labelled expansion (Latvia), retrenchment (Portugal), and continuity (Italy). Against this backdrop, the paper suggests that right parties display substantially different positions and pursue different reform strategies in anti-poverty policies. These differences can be explained by the diverse types of right parties and varying competition and coalition dynamics in the three countries."

"The annual report by the Social Protection Committee examines the social situation and developments in social protection policies across the EU. This year's report focuses on the energy and cost of living crisis. Based on a set of key indicators and thematic work, the report indicates that despite economic growth slowing down over 2022 in the EU - after the launch of Russia's war of aggression against Ukraine - employment continued to expand and the level of poverty and social exclusion remained broadly stable at EU level, at 21.6% of the population in 2022 (compared to 21.7% in 2021). At the same time, price rises had a negative impact on households' purchasing power, especially for lower income families, and this is reflected in a slight rise in material and social deprivation in Europe. The report focuses in particular on taking stock of the existing and exceptional measures of the Member States in facing the energy and cost of living crisis."

"There has not been much progress on the poverty front in Europe over recent decades, at least if we take it as a relative phenomenon in affluent societies. There is a lot of pessimism about the possibility of making any real progress at all. Some argue that adequate poverty relief is simply too expensive or that it would put too much of a redistributive burden on the electorally powerful, making it politically difficult, if not infeasible. Another prominent argument is that wage floors and thus out-of-work benefit levels are inexorably under pressure, making poverty relief both harder to achieve and more expensive in budgetary terms. This paper sets out these accounts and focuses on what has been happening to statutory, absolute and effective wage floors in Europe over the past decades. We ask whether progress on the poverty front through pushing up wage floors and subsequently out-of-work benefits is a realistic prospect. We see reasons for optimism."

"During the formulation of the 2030 Agenda for Sustainable Development, many promoted policy coherence as a key tool to ensure achievement of the Sustainable Development Goals (SDGs) in a way that “leaves no one behind.” Their argument assumed that coherent policymaking contributes to more effective policies and supports over-arching efforts to reduce inequality. As the 2030 Agenda reaches the halfway point, however, countries are falling short on many SDGs, particularly SDG 10 (reduce inequality). This study revisits the basic assumptions about policy coherence underpinning the SDGs. We systematically screened the peer-reviewed literature to identify 40 studies that provide evidence about whether coherent policymaking contributes to more effective outcomes and helps to reduce inequality. We find that coherent policymaking did not help reduce inequality in a majority of cases and made it worse in several. Our findings challenge the narrative that coherence is a necessary pre-condition for progress on the SDGs for all people."

"Poverty and Shared Prosperity 2016 is the first of an annual flagship report that will inform a global audience comprising development practitioners, policy makers, researchers, advocates, and citizens in general with the latest and most accurate estimates on trends in global poverty and shared prosperity. This edition will also document trends in inequality and identify recent country experiences that have been successful in reducing inequalities, provide key lessons from those experiences, and synthesize the rigorous evidence on public policies that can shift inequality in a way that bolsters poverty reduction and shared prosperity in a sustainable manner. Specifically, the report will address the following questions: • What is the latest evidence on the levels and evolution of extreme poverty and shared prosperity? • Which countries and regions have been more successful in terms of progress toward the twin goals and which are lagging behind? • What does the global context of lower economic growth mean for achieving the twin goals? • How can inequality reduction contribute to achieving the twin goals? • What does the evidence show concerning global and between- and within-country inequality trends? • Which interventions and countries have used the most innovative approaches to achieving the twin goals through reductions in inequality? The report will make four main contributions. First, it will present the most recent numbers on poverty, shared prosperity, and inequality. Second, it will stress the importance of inequality reduction in ending poverty and boosting shared prosperity by 2030 in a context of weaker growth. Third, it will highlight the diversity of within-country inequality reduction experiences and will synthesize experiences of successful countries and policies, addressing the roots of inequality without compromising economic growth. In doing so, the report will shatter some myths and sharpen our knowledge of what works in reducing inequalities. Finally, it will also advocate for the need to expand and improve data collection—for example, data availability, comparability, and quality—and rigorous evidence on inequality impacts in order to deliver high-quality poverty and shared prosperity monitoring."
