"As in the two previous editions of Think Global – Act European (TGAE), coordinated by Notre Europe, this report focuses on the medium-term, covering the Polish, Danish and Cypriot Trio Presidency, which will run from July 2011 to December 2012.

Such a focus allows for an in-depth analysis of the Trio's role, both front-stage and back-stage, as it develops in the context of the Lisbon Treaty's implementation. Accordingly, the authors of this report, coming from 16 European think tanks, take stock of the initiatives adopted during the past Trio Presidency, identify emerging challenges and formulate concrete short- to medium-term proposals aiming for rapid policy-progress.

Overall, the 18-month time frame to which each new edition of TGAE is devoted produces, from one report to the next, a comprehensive chronological picture of the EU's development."

"Three years after the adoption of the Recovery and Resilience Facility (RRF), this report reviews the quality of the social partners' involvement in 2023 in the ongoing implementation of reforms and investments funded by that initiative. It also examines the quality of their involvement in the preparation of the 2023 national reform programmes (NRPs) as part of the European Semester.

The RRF Regulation requires the social partners to be consulted in the preparation and implementation of the RRF reform and investment plans. In addition, the European Commission has advocated their involvement in the preparation of the NRPs as part of the European Semester. This report finds that the quality of their involvement in both processes continues to be uneven across countries and depends on several factors."

"The introduction to this dossier examines a question central to all the constituent articles: can citizens' assemblies drawn by lot democratically legislate on behalf of the people, and do so with legitimacy? The question of the democratic possibility of non-elected representation is salient in the field of political theory today. In the enlarged deliberative systems that our complex mass societies require, it invites consideration of the legitimacy of new forms of political representation. The use of deliberative processes specifically questions the possibility for a randomly drawn assembly to make decisions on behalf of the whole population, as would elected representatives. This introduction discusses the place of “citizen representatives” in contemporary political theory debates. Though not claiming to provide definitive answers, the introduction explores some of the questions raised by the Citizens' Convention on Climate in France through an analysis of the various articles in the dossier. It clarifies what citizens' assemblies are, and sheds light on the process through which citizens chosen by lot construct their role as political representatives, i.e., “become representative” in a way that exceeds their initial mandate (which is generally limited to reducing the gap between the population and elected officials). The findings of this dossier open the perspective of institutionalizing citizens' assemblies in the law-making process."

"This report presents the full results of the Special Eurobarometer survey n° 500 (EB94.1) on the Future of Europe (FoE), which was carried out between 22 October and 20 November 2020 in the 27 EU Member States. This is the ninth report in the “Future of Europe” (FoE) series, and follows from previous surveys in 2006, 2009, 2011, 2012, 2014, 2016, 2017 and 2018, which were conducted on behalf of the Commission presenting a snapshot of the way Europeans perceive the EU and its future. It is the first Future of Europe (FoE) survey since the European Parliament elections in May 2019 and the new European Commission took office with Ursula von der Leyen as President in December 2019. This Special Eurobarometer is however different from previous surveys in the FoE series, as it is an inter-institutional survey conducted jointly for the European Commission and the European Parliament. Its questionnaire contains questions from both institutions. For the legislative term until 2024, the European Parliament, the Council of the European Union and the European Commission agreed to deliver an ambitious political and legislative agenda for recovery and renewed vitality. Inspired by European Commission President Ursula von der Leyen's policy agenda document, the three Institutions have set out six strategic policy goals for the European Union over the five-year period 2019-2024, stipulated as follows: i) to implement the European Green Deal; ii) to shape Europe's Digital Decade; iii) to deliver an economy that works for people; iv) to make Europe stronger in the world; v) to promote a free and safe Europe; vi) to protect and strengthen our democracy and defend our common European values."

EU lobbying is becoming more complex, more opaque, more ad hoc and more legal. Every file has its own ‘institutional setting'. The Community method is being replaced by an intergovernmental approach. Most decisions are taken behind closed doors, with lobbyists excluded.

For almost 40 years, Daniel Guéguen has been deeply engaged in European affairs. Secretary-General of the European sugar lobby, then head of COPA-COGECA – the lobby for European farmers' trade unions – he founded CLAN Public Affairs in 1996 and then the European Training Institute (ETI). In 2009, he ceded ETI to ESL Group & Network before establishing, with Vicky Marissen, a new consultancy specialised in secondary legislation: PACT European Affairs."

"From the 1990s, decentralization has become an important feature of German industrial relations. While the overall institutional architecture of collective bargaining has not been changed, some of its crucial elements have got under heavy pressure. In major parts of the service sector, the impact of national or regional bargaining has been weakened by the "de facto" abolition of the extension of sectoral agreements. Equally important, starting from the East German metalworking in the early 1990s and gradually spreading to manufacturing and service industries in the whole country, with particular vigour in the first half of the 2000s, local derogations from sectoral agreements came close to call into question the rationale behind sector-wide collective bargaining. Thus, the overall feature of the decentralization process until the mid-2000s could be characterized as a trend towards weakening and fragmentation. The endangering of collective bargaining entailed in this process, however, triggered a countermovement of stricter coordination with the unions, and strengthening of local bargaining capacities. The latter includes initiatives for a greater involvement of trade union rank and file. The present article provides an overview on these changes and their contradictory implications, and highlights the experience gathered in the metalworking industry and in the hospital sector."

"How have French labour relations changed in recent decades? How have they adapted to the new economic and social landscape? How have small businesses and their employees coped with changes in terms of their inclusion in collective bargaining? In the following pages, we will try to present and explain the multitude of facts that mark these developments. The hypothesis of this article is that despite the multiplication of institutions, labour relations in France have lost impact in the lives of businesses and employees. Companies demonstrate their autonomy towards the collective bargaining system while formally respecting the dense network of regulatory constraints the State has created. Smaller companies and precarious workers are not included in these dense networks. The existence of a relatively high minimum wage by international comparison is the last barrier to a labour market disruption."
