"Troisième pays d'Europe visité par la troïka, le Portugal a connu entre 2011 et 2014 une rupture importante du processus de rattrapage impulsé depuis son entrée dans l'Union européenne et même depuis sa sortie de la dictature en 1974. L'article restitue les diverses étapes antérieures au Mémorandum adopté en mai 2011 sous le gouvernement socialiste de José Socrates et rend compte des principales mesures prises dans ce cadre. La réforme de l'administration publique en particulier a été sans équivalent en Europe, à la fois par l'ampleur de la réduction de ses effectifs et par le changement de statut de ses agents. Dans un second temps, l'article s'arrête sur la spectaculaire baisse de la dépense publique en matière de santé, source de nombreux mouvements sociaux de protestation, ainsi que sur l'amplification de la crise de l'école liée en particulier au nombre important de fermetures de classes et d'établissements. Dans un pays peu habitué aux protestations de masse, les Portugais sont massivement descendus dans les rues au cours des cinq années récentes."

"This paper inquires into the recent changes of accounting regulation in Germany. To track these changes systematically, we develop a general framework for comparing accounting regimes. Within this framework, we find privatization tendencies in accounting governance which go along with international convergence. A closer analysis also shows that the observable privatization processes do not imply a retreat of the state. Quite the contrary, the public sector has increased its interventions—albeit partly on a supranational level. Many reforms do not originate from ‘exogenous' European legislation and are due to developments in the systemic accounting environment. Looking at the socio-economic context of financial reporting, we identify and discuss possible driving forces such as demographic developments, fraudulent conduct of reporting entities or the globalization of capital markets, which are the intrinsic forces causing the functional convergence towards a new system of accountancy."

If a substantial portion of the population aged more than 65 goes elsewhere for their care then it would lead to a sizable reduction in demand, which would be expected to lower health care prices."
