"The just transition from coal, oil, and gas to renewable energy sources involves commitment from all EU states. But who is leading, or lagging? We apply an innovative DeePeR framework to identify these states, using open-access quantitative global data from multiple sources, by evaluating the energy and equity dimensions of Distributive, Procedural and Restorative justice. Using rank percentile scores, we assessed EU nations' level of fossil fuel dependency (including both energy and financial dependency) and distributional inequality, their fossil fuel CO2 emissions, climate finance pledges and a calculated procedural justice score, and their commitment to modern renewable electricity output and rankings on fair and renewable jobs. We find that EU states' performances on just transition are distinct across four broad regions; Scandinavia, eastern Europe, western Europe, and the Mediterranean. We discuss the nuances of fossil fuel embeddedness in the EU. This is followed by reflection on the importance of embedding fairness in the deployment of new renewable jobs. Finally, we consider the implications for a better-targeted financial mechanism for just transition alongside a fossil fuel divestment strategy."

"Trade unions have received little attention in sustainability transitions research, despite their capacity to influence policy decisions. This article presents a study of how key unions in Norway a country with a large petroleum sector as well as high union level density – have moved their preferences on transition issues in the period 2007–2019. With a document-based process analysis of trade unions' changing policy preferences and interpretations of a just transition, a concept that aims to bridge the apparent gap between destruction and creation policies, we show how trade unions have used this concept to reconcile different positions among unions. While unions from petroleumrelated sectors are more opposed to phase-out policies compared to non-petroleum unions, the solidarity principle among unions has caused some movement towards a joint support of a just transition. Yet, different unions promote different ideas of what a just transition means depending on their sector affiliation."

"This paper examines the use of lawsuits against three industries that were eventually found to be selling products damaging to human heath and the environment: lead paint, asbestos, and fossil fuels. These industries are similar in that some companies tried to hide or distort information showing their products were harmful. Common law claims were eventually filed to hold the corporations accountable and compensate the injured. This paper considers the important role the lawsuits played in helping establish some accountability for the industries while also noting the limitations of the lawsuits. It will be argued that the lawsuits helped create pressure for government regulation of the industries' products but were less successful at securing compensation for the injured. Thus, the common law claims strengthened and supported administrative regulation and the adoption of industry alternatives more than they provided a means of legal redress."

"BackgroundMortality and morbidity rates are often highest during the winter period, particularly in countries with milder climates. A growing body of research has identified potential socioeconomic, housing and behavioural mediators of cold weather-related adverse health and social outcomes, but an inclusive systematic review of this literature has yet to be performed. Methods A systematic review, with narrative synthesis, of observational research published in English between 2001 and 2011, which quantified associations between socioeconomic, housing or behavioural factors and cold weather-related adverse health or social outcomes. Results Thirty-three studies met the inclusion criteria. Average study quality was not high. Most studies failed to control for all relevant confounding factors, or to conduct research over a long enough period to ascertain causality. Low income, housing conditions and composite fuel poverty measures were most consistently associated with cold weather-related adverse health or social outcomes. Conclusions This review identified socioeconomic, housing and behavioural factors associated with a range of cold weather-related adverse health or social outcomes. Only tentative conclusions can be drawn due to the limitations of existing research. More robust studies are needed to address the methodological issues identified and uncover causal associations. A review of qualitative and intervention studies would help to inform policies to reduce the adverse health and social impacts of cold weather."

"The accumulated experience and path-dependent development of petroleum-based transport fuels and internal combustion engine vehicles has created an apparent technological lock-in. Our analysis of a RApid Future vehicles and Fuels scenario (RAFF) for the EU shows that ambitious carbon emission reductions can be achieved even with projected increases in road transport. Furthermore, escaping the lock-in does not seem insurmountable. For this purpose, three strategic technology platforms should be supported: the electric drivetrain, the biochemical, and the thermo-chemical platforms. Each platform has its own characteristics and exhibits its own path dependencies that are relevant to consider with the aim of accelerating their development and application. Contrary to conventional wisdom indicating that governments should not pick winners, we argue that these three platforms should be subject to focused and concerted development efforts. They all offer advantages to transport as well as other applications, and they match low-carbon futures in which electricity and/or hydrogen are important energy carriers."

"There is an intense debate over whether fuel economy standards or fuel taxation is the more efficient policy instrument to raise fuel economy and reduce CO2 emissions of cars. The aim of this paper is to analyze the impact of standards and fuel prices on new-car fuel economy with the aid of cross-section time series analysis of data from 18 countries. We employ a dynamic specification of new-car fuel consumption as a function of fuel prices, standards and per capita income. It turns out that standards have induced considerable fuel savings throughout the world, although their welfare impact is not examined here. If standards are not further tightened then retail fuel prices would have to remain at high levels for more than a decade in order to attain similar fuel savings. Finally, without higher fuel prices or tighter standards, one should not expect any marked improvements in fuel economy under ‘business as usual' conditions."
