"A unique data set of post-war English trained soccer players is used to study the impact of the youth training program they attended on their career and spell duration. Duration models in the spirit of Abbring and van den Berg are employed to estimate local treatment effects of different training programs on players — survival in the top European leagues. The results indicate that the duration patterns of players are dependent on the youth academy they attended. Certain clubs, with a well-established reputation in developing youth talent, outperform others in terms of producing and evaluating the ability of their youth players to succeed in top European leagues. The spell analysis outlines the nature of the competitive environment in which smaller clubs have a chance to keep up with the larger ones in terms of producing and holding on to homegrown talent. Finally, the results of both analyses addressed unobserved heterogeneity, allowed for nonlinearity of covariates using the cubic spline methodology, and were tested for endogeneity bias using a split sample test."

"This report reviews international experience of the use of differential payments in job outcome performance-based contracting for employment programmes.

The first section reviews the development of performance-based contracting and the issues involved in differential access to employment services and programmes. Subsequently, the report reviews detailed evidence from countries that have made most extensive use of performance-based contracting, with case studies of Australia, the Netherlands, the USA and Great Britain. It assesses how the hardest to help were identified and variations in the use of differential payments and considered available evidence on impacts and how such systems sought to reduce 'creaming' and 'parking'.

The report considers the policy implications of the case study findings and of other payment models that have been proposed, such as a 'target accelerator'. Whilst there is no simple model that DWP could import, the report suggests ways in which the pricing and contracting system may be used to encourage providers to work with higher risk, higher cost participants."

"Sexual harassment is widespread within the police. In this article we explore the outcome of a research-informed training programme, an in-group forum incorporating interactive learning methods, developed to counter sexual harassment within the Icelandic police. We examine the challenges and opportunities the programme presents for addressing sexual harassment in man-dominated, masculinised organisations such as the police. Building on qualitative and quantitative data collected with 63 police trainees in Iceland, we show that although the programme provoked reflections that were often accompanied by a more nuanced form of resistance, the combination of peer learning and scenario-based exploration supports awareness raising about sexual harassment and prompts participants' self-reflection. We conclude that the programme has the potential to empower police trainees to improve their work environment, although our findings also demonstrate that men may be less supportive of such efforts than women."

"This paper examines the effects of a private-sector prison work program called the Prison Industry Enhancement Certification Program (PIECP) on formal unemployment duration, duration of formal employment, and earnings of men and women released from various state prisons between 1996 and 2001. It also investigates the labor market dynamics of formerly incarcerated men and women. The program is found to increase reported earnings and formal employment on the extensive margin, with a stronger impact on the formal employment of women. There is little evidence that it increases formal employment along the intensive margin (i.e., duration of formal employment). Contrary to segmented labor market theories, superior employment (i.e., higher-paying jobs) does not lead to increased job stability. Roughly 92 % of individuals who obtained formal employment in the sample experienced job loss; however, reincarceration rates are too low to explain this fact. An evaluation of labor market dynamics reveals that traditional human capital variables, criminogenic factors, and a few demographic characteristics determine job loss. In addition, black women, single women, and women with more extensive criminal histories face greater barriers in the labor market than their male counterparts."

"This paper evaluates the effects of entry into training programs and subsidized public

employment schemes which were set up in France at the end of the 1990s. Studied outcomes are unemployment and subsequent employment durations, wages accepted, and occupations. A flexible multivariate duration-occupation-wage dynamic model is estimated. The impact of programs depends, ceteris paribus, mainly on their training content and the educational level of recipients. Vocational training programs have an overall positive impact on the transition to employment, whereas basic training programs improve the job stability of less-educated recipients. The paper also highlights the importance of occupations in better understanding the impact of programs. Community jobs display negative impacts on employment and

occupations. With basic training programs, they also display negative impacts on wages for the more-educated participants. These negative effects are found to be mainly driven by apost-program state dependence in low-skilled occupations."
