"Equality between women and men is a fundamental value of the European Union, enshrined in its Treaties, including the Charter of Fundamental Rights of the European Union. The capacity of EU institutions to help shape gender relations in its Member States has been present since its earliest days (Verloo and Lombardo, 2007). Although the Treaty of Rome was signed at a time when the gender equality landscape looked substantially different from the contemporary one, it nevertheless contained a clause on equal pay between women and men, a precursor to the legislation and policy approaches that emerged throughout Europe in later years. Gender equality is recognised as vital to economic growth, prosperity and competitiveness, as exemplified by the Council's commitment to fulfil EU ambitions on gender equality through the adoption of the European Pact for Gender Equality (2011–2020) (7349/11) and the European Commission's Strategy for Equality between Women and Men (2010–2015) (COM(2010) 491 final). The EU, as a multi-level governance framework, plays a crucial role in enabling a concern for gender equality in Member States' policies, gender norms and cultures to filter down from the international and EU level to national, regional and local levels."

"L'égalité entre les femmes et les hommes est une valeur fondamentale de l'Union européenne (UE), ancrée dans ses traités et dans la charte des droits fondamentaux de l'Union européenne. La nécessité d'un Indice d'égalité de genre a été mentionnée pour la première fois par la Commission européenne dans la feuille de route pour l'égalité entre les femmes et les hommes (2006- 2010) et prise en compte par la suite dans le plan d'action de sa stratégie pour l'égalité entre les femmes et les hommes 2010-2015. L'Institut européen pour l'égalité entre les hommes et les femmes (EIGE) a entrepris d'élaborer un indicateur composite reflétant la réalité aux multiples facettes de l'égalité de genre, et adapté au contexte politique de l'UE. Il s'agit de l'une des prin¬cipales missions définies dans le programme de tra¬vail à moyen terme (2010-2012) de l'institut. L'Indice d'égalité de genre est le fruit de trois ans de travail et le résultat d'un long processus de consultation auprès d'un grand nombre d'organisations et de parties pre¬nantes. Il a été présenté pour la première fois au public lors d'une conférence qui s'est déroulée à Bruxelles le 13 juin 2013. L'Indice d'égalité de genre est un indica¬teur synthétique qui doit permettre d'évaluer si l'UE et ses États membres étaient près (ou loin) de parvenir à l'égalité complète entre les femmes et les hommes en 2010. "This study offers a preliminary overview of the measures undertaken across the EU to support victims of violence during the Covid-19 outbreak (from March until the end of September 2020), identifies examples of promising practices and provides initial recommendations for the EU and Member States on how to better support victims during the pandemic, as well as in other potential crises.

Although more research is needed to fully assess the extent of the emerging challenges, the findings from this study can be used to further explore the issues and contribute to the development of governmental strategies on prevention of gender-based violence and on crisis preparedness."

"The latest edition of the Gender Equality Index, the 2024 edition, highlights the fact that the EU is battling a host of emerging challenges, from increasing effects of climate change and extreme weather events to high geopolitical tensions, rapid digitalisation, volatile political situations and growing political extremism across the region (EIGE, 2024). It underlines that, while such phenomena claim the attention of decision-makers, they not only occur against the backdrop of long-standing gender equality issues such as violence against women but also make gender equality a more relevant and pressing issue than ever. Mounting evidence shows that when crisis strikes violence against women and girls intensifies. Equality among women and men is one of the key values of the EU and a largely untapped catalyst for economic prosperity (EIGE, 2017a). Addressing the many manifestations of gender and intersecting inequalities in people's lives was a strong commitment of the 2019–2024 European Commission (European Commission, 2020a). Among these signs of inequality, the fact that millions of women in the EU continue to be exposed to serious forms of violence, including physical and sexual violence and femicide, due to their gender remains one of the most unacceptable forms of gender inequality. This report provides an overview of the current state of violence against women in the EU, which is a thematic focus of the Gender Equality Index 2024. The first chapter examines recent legal and policy developments across the EU and its Member States, along with the availability of specialised support services for women victims of violence. The second chapter presents findings from the EU gender-based violence survey (EU GBV survey, 2021 wave) (2), offering a comprehensive view of the composite measure of violence developed as part of the domain of violence of the Gender Equality Index (EIGE, 2015, 2017b, 2017c). It includes an analysis of the extent of disclosed violence against women in the EU, including its prevalence, its severity and its under-reported nature. The final chapter explores societal attitudes towards and public perceptions of violence against women, and the media's role in shaping awareness of this violence. In addition, the chapter links public opinion with EU Member States' Gender Equality Index scores."

"The European Commission's renewed commitment and long-term vision to advance gender equality, the 2025 roadmap for women's rights, considers that specialised institutional structures for gender equality and gender mainstreaming are crucial to address structural gender inequalities, advance on commitments made in the Beijing Platform for Action 30 years ago and help to realise a gender-equal society in the EU. Institutional mechanisms for gender equality and gender mainstreaming are bodies and processes that promote, advocate and support gender equality and the mainstreaming of gender issues across all policy areas. The underlying premise of calls for stronger institutional mechanisms is that the existing gender inequalities in all areas of life need to be better recognised and understood and then systematically addressed through gender-transformative policies and laws. This demands a systemic approach, applied to all areas of policy; the introduction of appropriate tools and methods to make the relevant assessments; comprehensive, good-quality data to inform decisions and monitor progress; and adequate resources to fulfil all of these tasks. The European Institute for Gender Equality (EIGE) regularly carries out data collection to monitor progress, identify gaps and provide recommendations to strengthen these mechanisms in the 27 EU Member States as part of the monitoring of Area H of the platform. This report, based on the 2024 data collection, assesses changes since 2021, monitors the progress of these mechanisms, and presents actionable, evidence-based recommendations to enhance them."

"The Gender Equality Index provides a comprehensive measure of gender equality, tailored to fit the EU policy context. Following the importance of cohesion across EU Member States, the Gender Equality Index ensures that higher gender equality scores can only be obtained in societies where there are small gender gaps and high lev­els of achievement.
The present update includes scores for 2005, 2010 and 2012, for the first time allowing for an assessment of the progress made in the pursuit of gen­der equality in the European Union and individual Mem­ber States over time. Moreover, the present update makes a first attempt at populating the satellite domain of vio­lence by providing a composite indicator of direct violence against women, based on the data on violence against women collected by the European Union Agency for Fun­damental Rights through the EU-wide Survey on Violence against Women.
The results of the Gender Equality Index show that there have been visible, albeit marginal, improvements between 2005 and 2012 in the domains covered by the Gender Equal­ity Index. With an overall score of 52.9 out of 100 in 2012, the EU remains only halfway towards equality, having risen from 51.3 in 2005. Progress needs to increase its pace if the EU is to fulfil its ambitions and meet the Europe 2020 targets."

"Rapid technological advancements and digitalisation are transforming the world of work and how we live our day-to-day lives. There is an increasing demand for digital skills and higher qualifications across a wide variety of sectors. However, only around 17 % of the almost 8 million ICT specialists are women, and the number of women graduating from ICT studies has been decreasing over the last decade.
The vast under-representation of women in ICT shows a waste of highly qualified human resources and has larger implications for the wider economy. In particular, it threatens the EU's innovative and economic potential in the future and contradicts the EU's highest political priority of smart, sustainable and inclusive growth.
Following the request by the Bulgarian Presidency of the Council of the European Union (2018), the overall objective of this research note is to deepen the understanding of the major enabling and hindering factors for a more balanced uptake of ICT jobs by women and men.
