"This report assesses the impact of the green and digital transitions on the European Union's construction sector in relation to employment, skills, work organisation and working conditions. It assesses the contribution of social dialogue to addressing these challenges. The report finds that, while EU and national policy requirements regarding the reduction of greenhouse gas emissions from buildings offer the potential for significant employment creation in the sector, labour and skills shortages linked to poor job quality and the underutilisation of green procurement processes could hamper the full exploitation of these opportunities. This could also risk missing key climate change mitigation targets."

However, available data are hardly comparable across countries given methodological differences and varying time span covered. The study recommends the EU-wide application of the Labour Inputs Method (currently used by Italy, essentially comparing labour demand and supply data), bearing in mind that this would require a significant and lengthy preparatory work. A complementary strategy could be to develop UDW estimates based on comparison between actual and imputed social security contributions."

Their relative representativeness legitimises their right to be consulted, their role and effective participation in European sectoral social dialogue and their capacity to negotiate agreements. The aim of Eurofound's representativeness studies is to identify the relevant national and European social partner organisations in the field of industrial relations in the EU Member States and the United Kingdom. This study identified the Council of European Municipalities and Regions (CEMR) (representing employers) and the European Federation of Public Service Unions (EPSU) (representing employees) as the most representative European-level social partner organisations in the LRG sector. The European Confederation of Independent Trade Unions (CESI) also have affiliated trade unions in the sector in several Member States."

"With this project, the ETUC aimed to contribute to the improvement of the situation of young Europeans in the labour market by focusing on:

Tackling inequalities which affect young European workers in the labour market and during the transition between the educational system and the labour market. Special attention should be given to the situation of traineeships and therefore how the EU political tools such as the Quality framework for traineeships is further implemented by the ETUC members.
The situation in the labour market of two categories of workers which are overrepresented in precarious forms of employment, unemployment and sectoral level have proven to be an effective tool for improving the working conditions of young workers, women and migrants in the labour market and. Provisions on youth employment and transitions included in the collective agreements throughout EU industrial systems were tracked and best practices identified.
Considering how broader social dialogue activities can respond to the challenges faced by young workers. Bipartite or tripartite negotiations between social partners and (when applicable) Governments to establish policies and legislation to ease the integration in the labour market for the target groups were tracked throughout the EU. Best practices have been selected based on the impact assessment of said initiatives and common denominators were identified.
Outreach to the most vulnerable youth (including building up alliances with civil society organisations). "

"Despite variations in governance models and industrial relations, commonalities emerge, such as the LRG sector's significance in the national public sector, a predominant female workforce, and strong organization within social dialogue and collective bargaining systems. Governance structures influence LRG workforce size, with Croatia and Greece displaying highly centralized administrations, while Spain, Sweden, and Germany showcase stronger LRG-level administrations. Notably, LRG workers constitute a substantial portion of public sector employment across all five countries. The gender pay gap is lower in the public sector than the private sector, declining over time.

Diverging historical trends in LRG sector size are observed, with increases in Germany, Spain, and Sweden, while Greece experienced a decline linked to austerity measures. The study highlights variations in labour regimes. Training rights for LRG workers lack legal provisions in all countries except Spain, where it is included in collective bargaining. LRG workers benefit from a strong right to association, union representation, social dialogue traditions, and extensive collective bargaining coverage. Trade union presence is higher in the LRG sector compared to the private sector. Legal rights to strike exist for LRG workers in all countries except for German civil servants in the sector. While the ratification of the ILO Violence and Harassment Convention (No.190) is limited, all five countries have enacted national and EU legislation against workplace discrimination and harassment."

The aim of Eurofound's studies on representativeness is to identify the relevant national and European social partner organisations in the field of industrial relations in the EU Member States. The methodology of this study is based on the representativeness criteria specified in European Commission Decision 98/500/EC. The study also aims to identify opportunities for capacity building and provide guidance for decision-making regarding the request for a separate European sectoral social dialogue committee for urban public transport activities.
