"This article examines the series of reforms which have made in the health care sector over the last two decades in Croatia, a country with a strong public health care tradition, towards an increasing commercialisation of health services. Afterdescribing the three major reform packages (in 1993, 2000 and 2006), some of which have been made under the influence of the international financial institutions, and the current structure of the Croatian health care system, the articledetails the critical views of Croatia's major trade unions to the current five-yearNational Strategy for health care. The article focuses on the debate which istaking place surrounding the reduction in public expenditure on health care andthe increasing reliance on private resources, and the likely effects of this switch in driving a division in health care based on the ability to pay for it."
