"Using a large administrative French panel data set for 1976-2007, we examine how low- educated immigration affects the wages, employment, occupations and locations of blue-collar native workers. The natives in the sample are initially in occupations heterogeneous in the presence of immigrants, which might reflect a different degree of competition with low-educated immigrants. We first show that larger immigration inflows into locations are accompanied by larger outflows of negatively selected natives from these locations. At the same time, larger immigrant inflows into occupations come with larger outflows of positively selected natives towards occupations with less routine tasks. While we find no negative impact on employment, there is substantial evidence that immigration lowers the median annual wages of natives. The estimated negative effects are also much larger in cross-section than in estimates controlling for composition effect, which is consistent with the idea that endogenous changes in occupation and location attenuate the impact of immigration on natives' wages. We also find much larger wage decreases for workers initially in non-tradable sectors and more particularly in the construction sector, which are much less likely to upgrade their occupation or change location in response to immigration inflows."

"Combining large (up to 25%) extracts of five French censuses and data from Labor Force Surveys for 1968–1999, we use Borjas' (2003) factor proportions methodology for France and find that a 10 p.p. increase in the immigrant share raises natives' wages by 3.3%, which is in stark contrast with the results in Borjas (2003) for the U.S. The positive impact of immigration on natives' wages and employment is shown to hold also at the regional level. We find evidence that this positive correlation partly comes from the imperfect substitutability of natives and immigrants within education/experience cells. Specifically, (i) the occupational distribution of natives and immigrants within these cells is more dissimilar when there are more immigrants in the cell; (ii) natives tend to perform more abstract tasks when there are more immigrants in the cell; and (iii) an important part of the positive relation between immigration and wages comes from a reallocation of natives to better-paid occupations within the cells. However, we argue that this positive correlation is also likely to be related to the inability of the Borjas (2003) model to perfectly account for the important changes in the wage distribution and the educational level characterizing the French economy in this period."

"We analyze the implications of two-tier unemployment compensation systems with non-automatic eligibility in an equilibrium matching model with Nash bargaining. As eligibility for UI does not automatically follow from employment, the two types of unemployed workers have different threat points, which delivers equilibrium wage dispersion. The parameters of the model are estimated for France, and the model is also calibrated for Denmark and the U.S. Re-entitlement effects are shown to be sizeable for all three countries. For France, re-entitlement effects lower by 15% the rise in the wage and by 25% the rise in unemployment following a 10% increase in the benefit level. Finally, we show that in all three countries the optimal compensation system is characterized by time-decreasing unemployment benefits and non-automatic eligibility for UI, with higher levels of both UI and UA benefits, a smaller decrease in benefits over time, and a longer employment duration required for UI eligibility than in the current system."
