"Cet article estime les effets de substitution liés à une politique active du marché du travail allemand, le dispositif de subvention salariale « JobPerspektive » (BEZ), destiné aux bénéficiaires de minima sociaux difficilement employables. À partir d'un panel inédit offrant des informations sur les emplois subventionnés et non subventionnés dans l'ensemble des établissements allemands, les niveaux contrefactuels d'emploi des employeurs subventionnés sont estimés par la méthode d'appariement selon le score de propension. On peut dès lors évaluer l'effet de substitution pouvant toucher certains groupes de salariés, dont ceux qui reçoivent des subventions via d'autres types de programmes. Au vu des résultats, l'effet de substitution au détriment des salariés réguliers apparaît faible, l'emploi régulier semblant même s'accroître dans l'Ouest de l'Allemagne du fait du dispositif de subvention. Par contre, l'utilisation du dispositif se fait au détriment des autres dispositifs de subvention salariale et incite les établissements à recourir aussi à des primes à l'embauche pour recruter des salariés plus qualifiés."

"What happens to the wages of regular workers in establishments subsidized with hiring subsidies? Does hiring programme participants result in windfalls that are distributed among regular workers? Do these reduce their wage demands to avoid being substituted by subsidized workers? Using linked employer-employee data from Germany, I estimate the effects of subsidizing an establishment on regular workers' wages using spell fixed effects regression. I find that hiring subsidy schemes do increase the daily wages of regular workers by up to almost one per cent in the manufacturing sector. These effects are limited to large establishments and abovemedian local unemployment rates. They occur within the establishment itself and are not merely the result of varying regional exposure to ALMP programmes. I conclude that hiring subsidies have a notable impact on regular workers beyond mere substitution."

"This paper estimates substitution effects of the German active labour market programme 'JobPerspektive'', a wage subsidy for hard-to-place welfare recipients. Using a novel panel of the entire population of German establishments with full information on unsubsidized and subsidized employment, counterfactual employment levels of subsidized employers are modelled by way of matching on the propensity score of receiving the subsidy. Using the same method, the substitution of particular groups of workers, including those subsidized by other programme types, is investigated as well. Results provide little evidence for widespread substitution of regular workers due to receiving this particular subsidy; in fact, regular employment is somewhat increased in West Germany as a result of subsidization. Furthermore, JobPerspektive is being used by employers in lieu of wage-paying work opportunities, and receiving JobPerspektive causes establishments to employ more workers with regular hiring subsidies."
