"The European Union Survey on Income and Living Conditions (EU-SILC) is the main source of information about living standards and poverty in the member states of the European Union. It provides reliable statistics at national level but sample sizes do not allow reliable estimates at sub-national level, despite a rising demand from policy makers and local authorities. We provide a comprehensive map of median income, inequality (Gini coefficient and Lorenz curve) and poverty (poverty rates), at country and regional levels, based on the equivalized household income in all the countries in which EU-SILC is conducted. We focus on personal income distribution within regions as opposed to per capita income distribution across regions to give a deeper insight into regional disparities. Small-area estimation is applied to improve estimates in regions with small sample size. Uncertainty of such complex non-linear statistics is assessed by bootstrap methods. Household-level sampling weights are taken into account in both the estimates and their relative bootstrapped standard errors."

"We review the literature about inequality and welfare with a particular focus on whether Europe has a special sensitivity to these matters or specific outcomes. We argue that both statements are likely to be true which raises the possibility of a causal link. Europe has relatively good results in terms of inequality and welfare in comparison with other continents and more specifically America, because these issues matter for European people. Still, research needs to be fostered in at least 5 areas that are detailed at the end of this review. A specific attention is devoted to the contribution of other social sciences and natural sciences (cognitive science) to the development of our knowledge for these fields."

"The paper examines the gender wage gap in Italy during the 2008-2012 economic crisis, using cross-sectional EU-SILC data. The gender wage gap increased from 4\% in 2008 to 8\% in 2012, while for most European countries the gap decreased over the same period. After 2010 the growth of the Italian gender wage gap (and its unexplained component) was particularly high in the upper part of the wage distribution. In 2010-2011 a wage freeze in the public sector was introduced as an austerity measure, and the average public sector premium dropped from 15\% to 11\%. Using counterfactual analyses, we show that the wage freeze has been one of the major causes of the growth of the gender wage gap, disproportionately affecting women, who are more likely to be employed in the public sector. This `policy effect' accounts for more than 100\% of the increase between 2009 and 2011, while other changes, if anything, would have reduced the gender gap."

"A usual interpretation of the high performance of the German economy since 2006 is that the Hartz labour market reforms have boosted German competitiveness, resulting in higher exports, higher production and lower unemployment. We start from the diagnosis that this explanation is at odds with the sequence of observed facts. We propose and model an alternative scenario in which offshoring explains the gains in competitiveness but increases unemployment and inequality, and the subsequent labour market reforms lower unemployment by lessening the reservation wage and expanding the non-tradable sector, amplifying the rise in inequality. The model outcomes are consistent with all the developments of the German economy since 1995: 1) The model explains why Germany offshored earlier and more intensively than other Eurozone countries; 2) The increase in competitiveness and in the exports/production ratio occurs before the setting of the labour market reform, and this comes with both higher inequality and higher unemployment; 3) The setting of the labour market reform reduces unemployment and increases production, and this comes with a decrease in the exports/production ratio and an increase in inequality. We finally discuss (i) the possible extension of this `strategy' to other Eurozone countries, and (ii) alternative policies that act through similar mechanisms, but without increasing inequality."

"Income as the traditional one dimensional measure in well-being and poverty analyses is extended in recent studies by a multidimensional poverty concept, however, two important aspects are missing: time as an important dimension and the interdependence of the often only separately counted multiple poverty dimensions. Our paper will contribute to both aspects: We consider time – and income – both as important resources of everyday activities; the interdependence of the poverty dimensions will be evaluated by the German population. Referring to the time dimension, we follow Sen's capability approach and argue, that restricted genuine, leisure time might exclude from social participation. The substitution between income and genuine leisure time is estimated by a CES-utility function of general utility with the German Socio-Economic Panel. We disentangle time, income and interdependent multidimensional poverty regimes characterising the working poor by a multinomial logit based on German 2001/02 time use diary data.
One striking result: the substitution between time and income is significant and we find an important fraction of time poor who are unable to substitute their time deficit by income. These poor people are ignored within the poverty and well-being as well as the time crunch/time famine discussion so far."

"This paper looks at the social policy responses to the Great Recession and the COVID-19 crisis and assesses their impact on preserving living standards in Ireland. The former crisis was in an environment pressured to balance budgets with a greater focus on cost reduction. In contrast, during the COVID-19 crisis, there was a greater focus on mitigating the impact on household incomes largely funded by debt. Another innovation in the current crisis were the joint public and private responses through social partnership. Using the microsimulation methodology, we find a stronger social policy response during the COVID-19 crisis than during the financial crisis. However, as the impact of the COVID-19 crisis was deeper and quicker, family support was not as strong as there were more individuals out of work. The contribution of the private support based on social partnership, however, was stronger. As a result, those on lower incomes ended up with higher disposable incomes at the onset of the COVID-19 crisis, albeit with policy learning, this fell over the first wave of the pandemic. We conclude by reporting a positive impact on trust in public institutions during the COVID-19 crisis as opposed to a decline during the financial crisis."
