"The entire, highly conflicting course of the debate on proposed amendments to the law, which have an indisputable strategic importance for economic development, must be understood as a warning to all industrial relations factors concerning those things that have not been carried out in the transition process, and which reforms have not been successful or were not properly and effectively implemented. In this respect, it can be said as regards all three industrial factors that, in the past, they have proven to be poor pupils who have repeatedly failed to learn their lessons, or did not want to learn the lessons that did not support their own limited understanding of their own and also the general public interest. That is why all of them – employers, the state and trade unions – are faced with what pedagogy calls ‘reviewing the lesson'. At the same time, each time they review the lesson, the price is socially and economically more expensive than the last one; in other words, it increases the price of a transition which is already socially and economically unbearable to most workers."

"In an analysis of their own participation and level of influence in the political life of a society, unions cannot be viewed in isolation because they have always acted in a particular social environment, functionally interconnected and interdependent, on the basis of the principle of feedback. Capitalism as a social system has changed, opening new issues connected to all social factors, trade unions among them, and encompassing the issue of the political role of trade unions and their relations to other factors in political life – political parties, the state and civil society organisations, among which they also belong. The changes that have occurred in capitalism, in the nature and character of its legal system and in the mechanisms of the political, economic and social order of society, which give us the right to conclude that capitalism today is different to capitalism in the nineteenth or at the beginning of the twentieth century, have ‘pushed' unions in the field of political action and have also had a significant impact on the content and form of this type of activity. "

"There is no doubt that transition and crisis are functionally linked and interdependent. Crises are permanent and, according to previous experience, inevitable companions of the capitalist mode of production. Events in the last decades of the twentieth century provide the basis for a conclusion that transition was caused by the crisis of the system but also that transition, in its essence, can be viewed as a special case of crisis. Transition is a process which is fundamentally associated with the countries of central and eastern Europe. However, it would be wrong to conclude from this that it is a process of regional character. On the contrary, it is by nature a global one and a result of the high degree of economic and political connection and interdependence in the modern world. The transition process has been associated with economic and political processes because it has influenced these processes just as the situation of and relations in the world in general have influenced the transition process. "

"One of the key characteristics of the contemporary age is the development of new technologies, production programmes and, connected with these, changes in the social structure of employees and of society as a whole. Today, we have a high level of consensus between researchers, experts and politicians that human resources is the strongest force in technological and economic development. The increasing importance of education is visible and it confirms that there is a direct relationship between the level of development and the level of investment in education. However, the development of human resources is not possible without positive social circumstances and this is particularly important for countries in transition. Social circumstances, new technologies and the process of education have to be parts of a strategy for development across the whole of society; they function within it on the principle of connected vessels. It is a precondition that the concept and practice of 'lifelong learning' must be established. Serbia has a lower level of technology and one of the main obstacles to its faster development is the lower level of education and the discrepancy between the structure of the labour force and the needs of new technologies. The long-term solution is to define and realise a new strategy which will include the democratisation and development of the education system as a flexible, open system based on ethical principles. "

"Social democracy – the participation of employees in decision-making, which includes the right to information, consultation, insight and control over the implementation of decisions, collective bargaining, social dialogue, etc. – is a significant civilisational achievement of the modern age, belonging among the corpus of human rights and freedoms, and thereby acting as a source of strength for employees in terms of defining and implementing economic policies and the development strategies of a company. This is supported by today's generally-accepted view that human resources are the key driving force in economic and technological development, which confirms that the best results in these terms are achieved by those countries that invest the most in the development of human resources. From that logically arises the need to include as many of the human resources in decision-making processes at different levels as possible, as an essential determinant of the meaning and practice of participatory democracy."
