"Employment relations in Europe today differ from how they were prior to the 2008 financial crisis and the COVID-19 pandemic, as key terms and conditions (e.g., wages) and sectors of economic activity (e.g., platform work and the green economy) are now subject to direct political intervention by the European institutions. Transnational (horizontal) competition within the Single European Market has long provided a context for national employment relations in Europe, and various national institutions impacted workers' rights and conditions of employment. Under the new economic governance (NEG) regime triggered by the financial crisis, political (vertical) intervention in employment relations created strong pressure toward the commodification of labor. The COVID pandemic involved policymaking in the opposite (decommodifying) direction. That said, and as the articles in this special issue clearly demonstrate, commodifying pressures are still strong, and the full realization of Social Europe is arguably as elusive as ever."

"The authors examine management whipsawing practices in the European auto industry based on more than 200 interviews and a comparison of three automakers. They identify four distinct ways in which managers stage competition between plants to extract labor concessions: informal, hegemonic, coercive, and rule-based whipsawing. Practices at the three auto firms differed from one another and changed over time because of two factors: structural whipsawing capacity and management labor relations strategy. In the context of economic globalization, whipsawing is an effective means for managers to extract concessions, to loosen national institutional constraints, and to diffuse employment practices internationally."

"This article analyses the variation and change in firm-level employment relations in Spain between the transition to democracy and the global financial crisis. Using three auto companies as case studies, I address a crucial puzzle in the institutional literature on comparative employment relations: How do employment relations change and vary, even when national employment relations institutions do not? This article argues that differences in actor ideologies shape the construction of national institutions at the firm level, which explains change and variation of employment relations over time and across cases. The study identifies four drivers of ideological change — generational change, leadership change, identity work and diffusion — that impact the variation and change in employment relations at the firm level."

"This article examines labour transnationalism within four multinational automakers. In our sample, we find different forms of labour transnationalism, including transnational collective bargaining, mobilization, information exchange and social codes of conduct. We explain the differences through the interaction between management and labour in the context of the company structure; of particular importance are transnational coercive comparisons by management and the orientations of worker representatives as political entrepreneurs or co-managers. We conclude that, although intensified worker-side cross-border co-operation has not prevented wage-based competition in general (due to the lack of between-firm co-ordination), it has reshaped employment relations within these multinational corporations."

"Focusing on employers' organizations in the United Kingdom, this article contributes to the literature on employer interest representation by advancing three interrelated arguments, which reflect how the methods, structure and interests of employer representation have evolved. First, the primary method of collective interest representation has shifted from collective bargaining, nowadays only pursued by a minority of employers' organizations, to political representation, now the most frequent form of collective interest representation. Second, the structure of employer interest representation has evolved and is fragmented between a small number of large, general employers' organizations, a large majority of sectoral employers' organizations, regional interest representation in the devolved nations, which has become more important, and a new type of employer body, the employer forum, which focuses on corporate social responsibility. Third, the shift in collective interest representation is complemented by a broadening of individual interest representation, with employers' organizations having developed a wide range of services. "

"The European Works Council Directive was adopted over 20 years ago, and a voluminous body of research has developed on this relatively new institution. This article reviews the most cited literature in order to consider our state of understanding of this research field and to identify gaps in our knowledge. Most research has focused on a limited number of European Works Councils, mainly in manufacturing, and on labour actors. We still know little about the interplay between European Works Councils and other levels of employment relations, the role of management in their working and their effects on substantive employment relations outcomes.
