"The territorial and socioeconomic impact of globalisation and technological change aggravate disparities and fragmentation among EU regions. Some of them are not well equipped to address these challenges and are struggling to adapt to new economic structures. In older industrial regions, dominant policies – supporting an agglomeration logic or a 'leapfrog' into highly innovative economic sectors – show significant limitations.

The case for EU action is strengthened by the negative economic, social, and political spillovers generated by regional inequalities. The EU should clarify the added value of its action and critically review the contribution of EU policies and programmes to successful industrial transitions. In that regard, the EU should build on a bolder experimentation approach, drawing on existing initiatives, to identify what works in managing industrial transformations.

A more tailored approach to regional development should be promoted in order to better match ambitions to local endowments.

The development of a new narrative and supporting framework for EU regions in industrial transition is vital to deliver a new economic dynamism across the EU's diverse territories."

Souvent impulsées par la nécessité de survivre, elles existent et produisent autrement sans avoir nécessairement attendu une situation politique favorable.
Elles font rarement la une des journaux alors qu'elles présentent des éléments positifs, voire subversifs, servant à la construction d'un monde plus solidaire et juste. Ce livre relate quelques-unes des ces pratiques relevées à travers le monde.
Mais allons plus loin. Quel est le rapport de ces expériences à la mondialisation, à l'Etat, au pouvoir ? Peuvent-elles générer une croissance endogène ? Quels enseignements généraux tirer ? Quelle pourrait être une politique d'Etat favorisant le développement de l'économie sociale et solidaire ?"

"Many of the same long-standing issues that underpin the climate and development finance space impede the use of technology in climate finance. Solutions and pilots show promise but are built out in parallel rather than forming an integrated, human-centric approach that can effectively reach the local level.

In this briefing, we consider how digital technology can facilitate climate finance in a way that delivers more human-centric and better-targeted funds, empowering local communities to mitigate and adapt to the impacts of climate change and protect their environment through their actions.

We give an overview of the pattern of technology development to date and explore potential pathways to change, closing with recommendations for developing a bottom-up, integrated approach to digital technologies to help bring about an inclusive, low-carbon future. "

"Global trends such as artificial intelligence, the energy transition, and changing trade patterns are rapidly transforming local labour markets, leading to the displacement of some workers while simultaneously creating new opportunities in emerging sectors. Workforce displacement can have severe and lasting effects on local economies, especially when the decline of a major employer triggers ripple effects throughout supply chains, leading to widespread job losses, rising unemployment, and economic stagnation. If left unaddressed, such disruptions may also weaken social cohesion, drive outmigration, and place additional pressures on local services. Managing the long-term impacts of these disruptions on workers and regions will require thoughtful and targeted policy interventions. Through a literature review and eight international case studies, this paper examines how place-based policies have mitigated the socio-economic challenges of workforce transitions during past economic shocks. By analysing these historical experiences, it aims to provide insights and practical lessons to help policymakers design place-based responses to today's rapidly evolving labour markets. It is part of the broader Transforming Places project."

"This paper investigates the potential of civic crowdfunding as an innovative and collective option for contributing to the production of local public goods. It is articulated around two pillars. The first section provides a general understanding of crowdfunding practices and focuses principally on its civic component. Civic crowdfunding should be distinguished from other types of crowdfunding since it pursues an objective of general interest and mainly concerns place-based projects instigated by citizens and civil society organisations. The aim of this section is to better understand this field, from the general principles to the specific characteristics of actors and their motivations. The second section goes a step further towards the analysis of this practice with regards to the provision of local public goods. Crowdfunded local public goods usually belong to a specific category of public goods, “urban commons”, which generate significant challenges in terms of production, governance and sustainability. Building on the theory of contracts to better understand the interaction among stakeholders in this process, a new model of co-production relying on civic crowdfunding is proposed. Subnational governments would have a key role to play in enabling this practice and facilitating citizen empowerment through the mobilisation of platforms assets. Civic crowdfunding can provide opportunities for subnational governments in terms of citizens/user information, funding, communication, trust and territorial attractiveness. This paper outlines a series of key questions to guide policy makers in experimenting this practice."

"Le thème du manque de vision est devenu récurrent dans les commentaires de la vie politique française. C'est pourquoi, à quelques semaines des élections présidentielles (dont on pourrait souhaiter qu'elles soient une occasion de proposer de réelles visions d'avenir à moyen-long terme aux citoyens français), Futuribles a décidé de creuser cette question en publiant une série d'articles sur le déficit de vision politique, les raisons de ce déficit et les moyens d'y remédier. Jean Haëntjens nous livre ici son analyse, en s'appuyant sur les enseignements à tirer des politiques locales.



Après avoir souligné les défis civilisationnels, nombreux, auxquels les sociétés, en particulier européennes et occidentales, sont confrontées, et auxquels leurs dirigeants sont appelés à répondre, il montre comment, à l'échelon local, des villes et des territoires ont pris le contrepied du paradigme dominant du développement à tout prix, et proposé de nouveaux modèles civilisationnels. Agissant concrètement, en concertation et coproduction des politiques avec des acteurs de tous horizons, ces territoires ont développé des initiatives en matière culturelle, écologique, de mobilité, etc., qui offrent de nouvelles visions d'avenir à leurs habitants, assises sur d'autres valeurs. Ces nouveaux modèles politiques, que l'on retrouve dans de nombreux pays européens, constituent un premier socle qui pourrait inspirer l'Union européenne dans sa recherche d'un modèle civilisationnel en phase avec les exigences actuelles (réchauffement, transition, respect des droits et libertés humaines…) si tant est que les dirigeants politiques de ses États membres soient en mesure de les apprivoiser collectivement…"

"Circular economy (CE) is a sustainable development strategy that is being proposed to tackle urgent problems of environmental degradation and resource scarcity. CE's 3R principles are to reduce, reuse and recycle materials. The principles account for a circular system where all materials are recycled, all energy is derived from renewables; activities support and rebuild the ecosystem and support human health and a healthy society and resources are used to generate value. This study is a review of the rapidly growing literature on CE covering its concept and current practices and assessing its implementation. The review also serves as an assessment of the design, implementation and effectiveness of CE related policies. It first presents the concept of CE and compares it with the current linear economy of taking materials, producing goods and disposing waste. It explains why it is imperative to move away from a linear economy towards regenerative sustainable industrial development with a closed loop. The paper then introduces current practices that have been introduced and discusses standards for the assessment of CE's development and performance. The main focus here is on providing a summary of the data analysis of key CE indicators to give a picture of CE practices. Third, based on an analysis of literature, the paper identifies the underlying problems and challenges to CE in an entrepreneurial perspective. Finally, the review provides a conclusion on CE's current development and gives policy suggestions for its future development as part of an entrepreneurial and innovative national level development strategy."
