"Transnational trade union action has expanded significantly over the last few decades and has taken a variety of shapes and trajectories. This book is concerned with understanding the spatial extension of trade union action, and in particular the development of new forms of collective mobilization, network-building, and forms of regulation that bridge local and transnational issues.

Through the work of leading international specialists, this collection of essays examines the process and dynamic of transnational trade union action and provides analytical and conceptual tools to understand these developments. The research presented here emphasizes that the direction of transnational solidarity remains contested, subject to experimentation and negotiation, and includes studies of often overlooked developments in transition and developing countries with original analyses from the European Union and NAFTA areas. Providing a fresh examination of transnational solidarity, this volume offers neither a romantic or overly optimistic narrative of a borderless unionism, nor does it fall into a fatalistic or pessimistic account of international union solidarity. Through original research conducted at different levels, this book disentangles the processes and dynamics of institution building and challenges the conventional national based forms of unionism that prevailed in the latter half of the twentieth century."

"This paper advocates a trans–nationalisation of employee information and consultation procedures in enterprises operating on a worldwide level. After outlining the specific need for trans–national employee information and consultation, the paper provides an overview of the relevant provisions of international law (i.e. the OECD Guidelines on Multinational Enterprises Social Policy and the ILO provisions), but also of the existing trans–national private regulation (e.g. International Framework Agreements with trans–national enterprises) and how they cope with this regulatory need. The main argument is that international law should explicitly recognize the setting up of trans–national employee information and consultation procedures in worldwide enterprises to strengthen the efforts recently undertaken by global union federations in various International Framework Agreements."

"While collective bargaining processes centred on national actors remain the backbone of industrial relations systems, we see the emergence of new forms of collective bargaining within multinational corporations (MNCs), leading to the ratification of international framework agreements (IFAs). The growing importance of IFAs raises many questions regarding, first of all, the characteristics of the international trade union actions and negotiation processes leading to such agreements and also the relevant theoretical model for analysing them. In this regard, this article has a twofold objective: on an empirical level, to document a case involving a cross-border trade union alliance and the negotiation process, which led to one particular IFA, and, on a theoretical level, to evaluate, on the basis of this case study, the relevance of the classical theory of Walton and McKersie as a framework for analysing international collective bargaining processes."

"The development of cross-border social dialogue to improve conditions for global workers includes transnational company agreements. These private governance agreements, inter alia, encourage company and union parties to share responsibility for protecting labour rights and standards throughout their operations. In particular, the Global Framework Agreement (GFA), with declared global reach inclusive of suppliers and robust joint measures for regulatory compliance, contributes a significant resource of potentiality for actor utility and local application. This article shows that concrete asymmetries of political-economy power in multinational companies are affected by attribution and expression of moral-political authority engendered by the GFA, and diverse actor responses to that authority. Generation and distribution of that authority among parties facilitates action toward more responsible and effective multilevel transnational labour governance."
