"Drawing on 12 case studies across 10 countries of how trade unions and collective bargaining institutions supported front-line workers in healthcare, social care and food retail, this article finds that pre-existing or new collective bargaining or social dialogue forums provided important avenues for employee voice on pandemic management. Trade unions also supported marginalized front-line workers through multiple tactics, though most initiatives predated the pandemic and often depended upon gaining active state support, which was not always possible. Trade unions were thus pursuing sword-of-justice objectives, though they were sometimes less open to revaluing front-line work already covered by collectively negotiated grading structures."

"This article examines the changes to employment regulation in Portugal during the sovereign debt crisis and assesses their impact on collective bargaining in manufacturing. The changes were wide-ranging and had a negative immediate impact on the process and outcome of bargaining. While this is consistent with the experience of other EU member states in similar circumstances, the changes in Portugal continued the pre-crisis path of reform. Despite significant corrosion and weakening of collective bargaining, there were also signs of resilience. Nevertheless, prospects for a renewed regulatory role for collective bargaining still appear uncertain. We offer some explanations for the distinctive experience in Portugal."

"This article introduces seven national studies which examine the impact of austerity measures on collective bargaining in manufacturing in the European Union (EU) countries most affected by the crisis. We explore the changing dynamics in the relationships between domestic actors in the period leading up to the crisis and the influence of supranational actors thereafter. Austerity measures have undermined the structure, process, content and outcomes of collective bargaining, though the nature and degree of changes are conditioned by path-dependent factors of each national system."

"This book presents the results of a research project which sought to understand how the crisis-driven labour policy measures in the EU Member States most affected by the crisis translated into changes in collective bargaining in manufacturing. Drawing on empirical evidence consisting of interviews with policy officials and industrial relations actors as well as of company case studies in seven countries (Greece, Ireland, Italy, Portugal, Romania, Slovenia and Spain) the book illustrates how the recent policy measures have resulted in a crisis of collective bargaining at different levels, including not only national but also sectoral and company levels.



In most cases, the structure, process, content and outcomes of collective bargaining have been undermined calling into question the capacity of the industrial relations actors to respond and regulate terms and conditions of employment in the post-crisis period. However, there is also evidence of institutional and organisational resilience and reconfiguration in the process of responding to and accommodating the labour policy measures, most notably in industrial relations systems that were characterized by strong bargaining arrangements in the pre-crisis period."

"This article explores the exceptional characteristics of female employment in Portugal, drawing on comparative and historical analysis to reveal the emergence of a dual-earner family model. This involved low-wage full-time work for both men and women, while the traditional gender culture was largely maintained. Case study findings from two female-dominated industries (hospitality and clothing manufacturing) show how gender inequality within the full-time employment model is produced and implemented at industry level. We discuss the role of trade unions and employers in shaping these employment practices and in negotiating adjustments in the light of increasing competitive pressures. The article concludes by identifying the implications for theoretical conceptualizations of gender and employment. "

"This paper focuses on the high rates of female full-time employment in Portugal and examines whether these are consistent with the familialistic features that typify the southern European social model. It employs a comparative methodology to investigate the extent to which recent policy developments and current social values in Portugal are aligned with the familialistic southern European tradition or whether they signal a departure from the model. The analysis reveals that the high rates of female employment are associated with particular features of the case of Portugal, namely, lower gender-based labour market segmentation and welfare state support for dual-earner families. However, this study also shows that the country still retains familialistic characteristics, which are particularly visible in the organization of care and in the persistence of traditional gender values. The article contributes to debates on the southern European social model and sheds light on how high female employment levels can be compatible with relatively high levels of familialism."
