"«What if ? » est une question utilisée par certaines méthodes de prospective pour réfléchir à l'anticipation d'impacts de scénarios futurs. « Et si cela arrivait?» : et si la guerre éclatait au cœur même de l'Europe ? Et si des événements climatiques extrêmes désorganisaient totalement l'économie européenne ? Et si la radicalisation politique provoquait des guerres civiles, mettant en péril le projet européen ? Et si l'intelligence artificielle aux mains d'extrémistes décuplait le pouvoir de nuisance et de destruction des démocraties occidentales? Et si des guerres commerciales coupaient brutalement l'accès de l'Europe aux approvisionnements… Ces Notes de prospective partent d'un constat : les questions de sécurité se multiplient dans l'agenda politique des institutions européennes, reflétant un environnement de plus en plus lourd et incertain. Ces questions sont bien sûr militaires, depuis la guerre en Ukraine, mais elles sont aussi climatiques, commerciales, technologiques, sanitaires… Le postulat de ces Notes est que l'«Union de sécurité », comme l'appellent désormais les institutions européennes, sera la priorité politique numéro un de la nouvelle Commission européenne et du nouveau Parlement européen (2024-2029). Dans un tel contexte, deux questions se posent : quelles seraient les implications d'une telle priorité politique sur l'agenda social et climatique de l'Union européenne (UE)? Et quels seraient la place et le rôle des organisations syndicales dans une Europe de sécurité, voire sécuritaire ? Ce sont ces questions que le présent document propose de discuter."

"‘What if?' is a question that some foresight methodologies use as a way to think through the impact of future scenarios: ‘What if that happened?' – What if war broke out right in the heart of Europe? What if extreme climate events completely disrupted the European economy? What if political radicalisation led to civil war and endangered the European project? What if, in extremists' hands, artificial intelligence increased the power to disrupt and destroy western democracies? What if trade wars suddenly cut off Europe's access to supplies?

This Foresight Brief is based on a factual observation: security issues are cropping up across European institutions' policy agendas, reflecting an increasingly challenging and uncertain environment. These issues have, of course, taken on a military aspect as a result of the war in Ukraine, but they are also connected to other areas, including climate, commerce, technology and health. This Brief postulates that the ‘Security Union', as the European Union (EU) institutions have dubbed it, will be the number one priority of the new European Commission and the new European Parliament (2024-2029). This brings two questions to mind, namely what are the likely implications of this kind of political priority for the EU's social and climate agenda? And what would be the likely place and role of trade union organisations in a security-conscious or even security driven Europe? These are the questions discussed in this Brief."
