"The year 2019 saw interesting developments at the EU level in relation to the phenomenon of social dumping in cross-border labour mobility. There were prospects for better regulation of posting of workers as a result of the revision of Directive 96/71/EC by Directive (EU) 2018/957. At the end of July, Regulation (EU) 2019/1149 establishing a European Labour Authority entered into force. Regulation 2019/1149 promised improved enforcement of labour rules in cross-border situations by ascribing to the new EU agency the mandate to ‘assist Member States and the Commission in their effective application and enforcement of Union law related to labour mobility across the Union'. ..."
