"The objective of this reference document is to support the ongoing effort of the European Union (EU) to strengthen its approach to development cooperation to address inequalities in its partner countries. While recognising the importance of all forms of inequality, the document will focus primarily on income inequality, effective policy responses and how to address inequality in development cooperation. This volume, Volume 1, presents the theoretical background to understanding inequality, including its trends. Chapter 1 is meant to help those who are not very familiar with the relevance of inequality to the fight against poverty, by offering a basic review of definitions and measurements. Chapter 2 will help readers to understand the importance of addressing inequality from an economic perspective and to become familiar with the main determinants of trends towards both lower and higher inequality. It will further illustrate what the main arguments for tackling economic inequality are and some of the main international responses."
